Job Overview: The National Information Management Officer (NIMO) will be instrumental in enhancing evidence-based decision-making within OCHA Syria. This role involves leading or supporting information management (IM) activities in collaboration with sector Information Management Officers (IMOs) and partners. The NIMO will be responsible for collecting, storing, managing, analyzing, and communicating humanitarian data effectively. This position requires a proactive approach to data analysis, coordination, and management, ensuring that high-quality humanitarian data is available for decision-making processes. The NIMO will also be expected to produce visual representations of data, such as reports and infographics, to convey critical information clearly and effectively. The overall goal of this position is to improve the efficiency of the OCHA Syria Office and enhance client services through forward-looking information management practices.
Duties and Responsibilities: The duties and responsibilities of the National Information Management Officer include:
Data Analysis: Organizing, designing, and executing evaluations and analyses of datasets using meaningful statistical techniques.
Coordination: Providing support to the Information Management Working Group, advocating for the use of data standards and common platforms, and promoting the open exchange of information among stakeholders.
Data Management: Designing, developing, and managing databases, spreadsheets, and other data tools; ensuring the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidating operational information regularly to support analysis; managing platforms and tools that facilitate data collection and analysis, such as KoBo Toolbox.
Visualization: Producing and updating information products, including reports, charts, and infographics, to effectively communicate data insights.
Geographic Information System (GIS) and Map Production: Creating and updating high-quality map products and interactive dashboards to support humanitarian efforts.
Ensuring that the key results of the role positively impact the overall efficiency of the OCHA Syria Office, leading to improved business results and client services.
Required Qualifications: The required qualifications for the National Information Management Officer position include:
A master's degree or equivalent in information management, management information systems (MIS), statistics, computer science, computer engineering, information systems, or related fields is required.
Alternatively, a first-level university degree in the aforementioned fields combined with two years of relevant experience may be considered in lieu of an advanced degree.
Applicants with a Master's degree (or equivalent) are not required to have professional work experience, while those with a Bachelor's degree (or equivalent) must have a minimum of two years of relevant professional experience in grant information management, data science/analysis, information systems, or information science.
Proficiency in Excel is highly desirable, along with experience in SQL and database management systems.
Familiarity with developing maps using ArcGIS ArcMap, creating interactive dashboards using PowerBi, and programming in R or Python is highly desirable.
Experience in designing infographics using Adobe Illustrator and knowledge of humanitarian information management are also desirable.
