The UNOPS Middle East Region (MR) provides strategic leadership, performance oversight, and support to UNOPS operations across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. Job Overview:
The Structural Engineer position offers a unique opportunity to apply fundamental structural engineering concepts within a humanitarian and development context, specifically contributing to critical infrastructure projects in Syria. The role involves gathering and analyzing data, supporting project specialists, and ensuring high-quality construction standards. The engineer will be instrumental in the assessment, design, review, and implementation of construction projects, directly impacting resilience and sustainable recovery efforts. The incumbent will work under the Nexus Response Mechanism (NRM) programme, which is funded by the European Union and managed by UNOPS, focusing on strengthening resilience and supporting sustainable recovery through an integrated, conflict-sensitive approach.

Duties and Responsibilities:
  • Structural Design and Analysis Support: Contribute to the design of structural components and services of projects, including systemic drawings, calculations, reports, and scope of works. Provide structural assessment, design review, and technical support for structures associated with potable water supply and irrigation infrastructure. Prepare and review design briefs, reports, and documentation to meet quality standards. Conduct research to identify appropriate technologies and perform rudimentary analysis of project parameters related to structural integrity.
  • Project Implementation and Quality Assurance: Monitor the implementation phase by following up on relevant tasks, including testing and structural deliverables. Conduct structural site inspections and prepare reports. Assist in developing specifications and quality assurance protocols. Coordinate with other disciplines and prepare inputs for reports and documents.
  • Technical Coordination and Administrative Support: Collaborate with Project Managers, Architects, Engineers, and Quantity Surveyors in project planning and scheduling. Liaise with clients and assist in managing structural design-related material archiving. Perform any other relevant tasks as required, ensuring high-quality project design and construction standards are met.

Required Qualifications:
A Bachelor's degree or equivalent in Civil/Structural Engineering is required, along with a minimum of 2 years of relevant experience. Desired qualifications include Project Management Certificates and experience working with UN or other humanitarian/development agencies. Proficiency in using MS Office Suite and structural analysis software such as AutoCAD, Revit, and others is also desired. Membership in a recognized professional engineering association is a plus, as is previous experience in the Syrian context.

Educational Background:
A Bachelor's degree in Civil/Structural Engineering or an equivalent field is required. Additional certifications in project management are desired but not mandatory.

Experience:
The position requires a minimum of 2 years of practical civil engineering experience, particularly in structural assessment, rehabilitation, design, or supervision of infrastructure projects related to potable water supply and irrigation. Experience working with UN or other humanitarian/development agencies is preferred, as well as familiarity with structural analysis and engineering design software.

Languages:
Fluency in Arabic is required, while an intermediate level of English is also mandatory. Additional language skills may be beneficial but are not specified as requirements.

Additional Notes:
The contract type is ICA - LICA - Specialist - Retainer, with a duration of one year and a total of 180 working days for the entire period.
