Job Overview:
The Field Program Support Officer plays a crucial role in providing essential program-related support to Health Facilities and the Relief International team, facilitating efficient project implementation at the field level. This position involves a combination of operations and procurement support, requiring regular visits to Health & Protection facilities to identify and address operational gaps that may impact service delivery for beneficiaries. The officer will coordinate between program teams, health technical teams, and support departments to ensure smooth administrative functioning. The role is vital for maintaining the integrity and effectiveness of health and protection services, ensuring that the needs of the communities served are met in a timely and efficient manner.

Duties and Responsibilities:
The Field Program Support Officer will be responsible for a variety of tasks, including but not limited to: providing multi-task operational support to field-based program staff and Health Facility (HF) and protection site staff; conducting regular and urgent visits to RI-supported HFs and protection sites to identify operational challenges and propose solutions; reviewing requests from HF management and providing immediate reporting on urgent needs; assisting in the development of monitoring tools and identifying gaps in field procedures; supporting adherence to procurement and operational processes; defining procurement plans and operational needs in collaboration with program and health technical teams; preparing and reviewing procurement documentation; overseeing procurement processes and coordinating with suppliers; ensuring timely payments in coordination with the finance department; participating in meetings to provide data for project performance monitoring; and reporting any irregularities or misconduct that may affect compliance with donor requirements and RI’s code of conduct.

Required Qualifications:
Candidates must possess a relevant university degree or equivalent professional experience in program management, supply chain, or engineering. A minimum of 2 years of experience in relevant roles, particularly within NGOs, is required. Candidates should demonstrate skills in supporting operations and supply chain activities at the field level, possess excellent organizational skills, and have a strong attention to detail. Ethical behavior and reliability are essential, along with the motivation and flexibility to conduct regular field visits. The ability to work in a high-pressure environment and prioritize competing demands is crucial. Proficiency in Arabic is mandatory, while functional English is considered an asset. Candidates should also have excellent computer literacy, particularly in Word and Excel, and demonstrate strong interpersonal and communication skills.

Educational Background:
The position requires a relevant university degree or equivalent professional experience. Degrees in program management, supply chain management, or engineering are particularly advantageous, as they provide the necessary foundation for understanding the complexities of operations and procurement in humanitarian settings.

Experience:
The ideal candidate should have a minimum of 2 years of experience in roles that are relevant to the position, with a strong preference for candidates who have worked in non-governmental organizations (NGOs). Experience in supporting operations and supply chain activities at the field level is essential, as is the ability to navigate the challenges of working in a busy and high-pressure environment.

Languages:
Fluency in Arabic is mandatory for this position, as it is essential for effective communication with local staff and beneficiaries. Functional English is considered an asset, as it may facilitate communication with international teams and stakeholders.

This position is a national role based in Aleppo, Syria, and is expected to be full-time.
