Job Overview:
The Health Consultant position is focused on developing a comprehensive policy brief aimed at integrating refugees into Indonesia's national health insurance program. The consultant will conduct a thorough analysis of the current healthcare landscape for refugees, identifying barriers and opportunities for inclusion. This role requires collaboration with various stakeholders, including government officials and civil society organizations, to advocate for policy changes that align with government priorities. The consultant will also facilitate workshops to present findings and recommendations, ensuring that key stakeholders are informed and engaged in the decision-making process. The ultimate goal is to enhance access to healthcare services for refugees, thereby promoting their health and well-being within the host community.

Duties and Responsibilities:
  • Conduct a comprehensive desk review and situational analysis to map the policy, legal, and operational landscape concerning refugee inclusion in Indonesia's healthcare system. This includes analyzing existing data, reports, and legal frameworks from government ministries, humanitarian agencies, and other relevant sources. Analyze existing information to identify key legal, policy, and implementation barriers, opportunities, and entry points for enabling refugee inclusion in the national health insurance program (JKN).
  • Based on the desk review and situational analysis, develop an evidence-based policy brief that presents a clear and compelling case for refugee inclusion in the JKN program. Include both the pathway to inclusion (changes in law/policy needed to enable access) and the advocacy arguments that would strengthen efforts for refugee inclusion in the system. Draft a stakeholder mapping document that identifies key government decision-makers and influencers (e.g., within the Ministry of Health, BPJS Kesehatan, and Dewan Jaminan Sosial Nasional).
  • Plan and facilitate a stakeholder workshop to present the policy brief and its recommendations to relevant government officials and other key actors.
  • Provide strategic advice and support to UNHCR and its partners on advocacy strategies and next steps for advancing the inclusion of refugees in the national health system.
  • Prepare a comprehensive policy brief that presents an evidence-based, and well-reasoned case for including refugees in the national health insurance program.
  • Prepare a stakeholder mapping document that identifies and assesses the interests, priorities, and potential influence of key government and civil society stakeholders.
  • Provide a summary report of the stakeholder workshop, including an attendance list, discussion notes, feedback from key participants, and a list of agreed-upon action points.
  • Prepare a comprehensive report that encompasses the findings from points 1 to 4 of duties and responsibilities, accompanied by an executive summary highlighting the key findings and recommendations. The report shall also capture comments and review from stakeholders through the workshop and the recommendations of inclusion strategy.

Required Qualifications:
The position requires a university-level qualification, with a Bachelor’s degree being essential and a Master’s degree being desirable in a relevant area such as medical, public health, health actuary, public policy, or a related field. The consultant should demonstrate at least 5 years of experience in social protection, research assignments, and report writing. Previous work experience with relevant government institutions or in public health programs and refugee contexts will be a significant advantage. Knowledge and expertise in the Indonesian health system and insurance scheme are desirable, along with experience assessing innovation programs or pilots. Experience working with UN agencies or international organizations, particularly with a focus on human rights and/or refugee issues, is also preferred. Familiarity with the humanitarian landscape in Indonesia and exposure to the work done with refugees and other forcibly displaced populations in the country is an advantage.

Educational Background:
Candidates must possess a university-level qualification, with a Bachelor’s degree being essential and a Master’s degree being preferred in fields related to medical, public health, health actuary, public policy, or similar areas. This educational background is crucial for understanding the complexities of health systems and policies, particularly in relation to refugee inclusion and social protection.

Experience:
The consultant is expected to have a minimum of 5 years of relevant experience in social protection, research assignments, and report writing. Experience in public health programs, particularly those involving refugee populations, is highly desirable. Familiarity with the Indonesian health system and previous work with government institutions or international organizations will be beneficial. The consultant should also have experience in managing projects of similar complexity and nature, demonstrating the ability to navigate the challenges associated with refugee health and inclusion.

Languages:
The position requires proficiency in English, which is mandatory for effective communication and reporting. Knowledge of Bahasa Indonesia is highly desirable, as it will facilitate interactions with local stakeholders and enhance the consultant's ability to engage with the Indonesian healthcare system and government officials.

This position is classified as an Individual Consultant role, with a contract duration until December 31, 202
  • The target start date for this position is November 1, 202
  • The consultant will be compensated with a lump sum payment of IDR 90,000,000 for the duration of the contract. The role is not remote and requires the consultant to be based in Jakarta, Indonesia, where they will engage directly with stakeholders and conduct necessary fieldwork.
