Job Posting Organization:
The Asia Regional Health Cluster (ARHC) was established in 2018 with the mission to efficiently deliver grants and manage funds, as well as provide quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of the UN Sustainable Development Goal #3, which focuses on good health and well-being. By expanding the population benefiting from UNOPS-managed health-related engagements across the Asia Region, the ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund in Asia. The Global Fund has been providing financial support to malaria programs in the Greater Mekong Sub-Region since 2003, and UNOPS has been selected as a PR responsible for delivering the targets set out in grant agreements, collaborating with selected Sub-Recipients (SRs) from National Programmes, international and local NGOs, and United Nations agencies.

Job Overview:
The ICT Assistant is responsible for the efficient and effective ICT management and support to operations in a given geography. Reporting directly to the Programme Management Office (PRMO) - Senior Associate, who in turn reports to the Head of Support Services, the ICT Assistant will work under the technical guidance of ICT colleagues in HQ. The role involves liaising with UNOPS Programme support colleagues to ensure optimal support. The position encompasses various functions including workflow/data automation development, web application development, AI integration, and knowledge sharing/documentation. The ICT Assistant will assist in building data pipelines, maintaining internal web applications, supporting AI tool integration, and documenting technical processes, all of which are crucial for enhancing the efficiency and effectiveness of the relevant business unit/project.

Duties and Responsibilities:
  • Workflow/Data Automation Development and Support: Assist in building data pipelines using automation tools like n8n and Prefect to process project data; clean, transform, and analyze data from spreadsheets, dataframes, databases, and APIs; assist in setting up error handling, logging, and monitoring for automated flows.
  • Web Application Development and Support: Help maintain and improve the internal web application using HTML/CSS/JS/Python; create simple dashboards or web components for presenting workflow or analytical data.
  • AI Integration: Support the integration of AI tools (Google AI) for tasks such as document summarization, report generation, and chatbot integration; assist in developing and maintaining no-code/low-code AI/Automation platforms.
  • Knowledge Building and Knowledge Sharing: Document code and technical processes for web applications and automated workflows; create user manuals for web applications and automated workflows; share knowledge and best practices with other team members. The effective and successful achievement of key results by the ICT Assistant directly affects the overall efficiency and effectiveness of the relevant business unit/project, impacting the timely and effective implementation of respective services and deliverables, ensuring client satisfaction and promoting the image and credibility of UNOPS as an effective service provider in project services and management.

Required Qualifications:
A secondary school certification with 4 years of relevant experience; or a bachelor's degree, preferably in Computer Science, Information Systems/Technology, Engineering, or any related technical field, with 1 year of relevant experience; or a professional or technical diploma with 2 years of relevant experience. Programming languages such as Python and JavaScript are required. Understanding of relational databases, especially SQL, is required. Familiarity with ChatGPT, Gemini, or similar AI tools is required. Programming skills in web development, including backend, frontend, and microservices, are desirable. Experience with workflow or data automation using tools or AI frameworks such as Google Sheets, Google Collabs, Pandas, n8n, Prefect, Airflow, LangChain, or CrewAI is desirable. A basic understanding of authentication and authorization (e.g., JWT, OAuth2), 1-way hashing for password, and 2-way encryption for secure data transmission (e.g., HTTPS, SSH) is desirable.

Educational Background:
The educational background required for this position includes a secondary school certification with 4 years of relevant experience, a bachelor's degree in a relevant field such as Computer Science, Information Systems/Technology, Engineering, or any related technical field with 1 year of relevant experience, or a professional or technical diploma with 2 years of relevant experience. This educational foundation is essential to ensure that the candidate possesses the necessary technical skills and knowledge to perform the duties of the ICT Assistant effectively.

Experience:
The level of experience needed for this position includes a requirement for programming languages such as Python and JavaScript, as well as an understanding of relational databases, particularly SQL. Familiarity with AI tools like ChatGPT and Gemini is also necessary. The candidate should have programming skills in web development, including backend, frontend, and microservices, and experience with workflow or data automation using various tools or AI frameworks. Overall, the candidate should have a solid background in ICT management and support, with practical experience in relevant technologies and methodologies.

Languages:
Full working knowledge of English is required for this position. Knowledge of another official UNOPS language is considered an asset, which may enhance communication and collaboration within the diverse international environment of UNOPS.

Additional Notes:
The contract type for this position is a Local Individual Contractor Agreement (LICA) at the LICA-4 level. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
