Job Overview:
The Transport Specialist position at ADB is a critical role within the Transport Sector Office, which is part of the Sectors Department

• The primary function of this role is to contribute to the development and implementation of policies and strategies for the transport sector in developing member countries (DMCs). The Transport Specialist will be responsible for processing and administering transport sector assistance projects, technical assistance (TA), and non-lending products and services (NLPS) aimed at promoting sustainable and efficient transportation initiatives. This position requires collaboration with various internal teams and external stakeholders, including government officials and development agencies, to ensure compliance with ADB's policies and operational guidelines. The role also involves conducting dialogues with stakeholders, preparing project documentation, and ensuring that climate change impacts and best practices are integrated into project designs. The Transport Specialist will oversee local technical staff and contribute to knowledge sharing and capacity building within the organization.

Duties and Responsibilities:
The Transport Specialist will have a comprehensive set of duties and responsibilities, including but not limited to: conducting dialogues with government officials and stakeholders on transport sector issues; supporting project identification, preparation, appraisal, and documentation; ensuring compliance with ADB's policies and operational manuals; incorporating climate change impacts and sustainability into project designs; guiding clients in formulating high-quality project documents; assisting Project Team Leaders (PTLs) in project functions; addressing queries and comments from internal reviews; coordinating with development agencies on loans and TA; establishing monitoring systems for project progress; participating in transport sector network activities; contributing to advocacy and knowledge building; supervising and mentoring reporting staff; and rotating across different teams for knowledge and analytical work as directed by management.

Required Qualifications:
Candidates for the Transport Specialist position must possess a university degree in civil engineering, ports and harbors engineering, transportation engineering, transport economics or finance, transport planning, or sustainable transport, with a preference for post-graduate qualifications or equivalent. Additionally, candidates should have at least 6 years of relevant professional experience in the transport sector, including international work experience, preferably in areas such as urban transport, railways, ports, maritime transport, trade facilitation, and logistics. A strong understanding of transport and communications development issues in Asia is essential, along with expertise in ADB's operations. Candidates should also demonstrate skills in project preparation, stakeholder coordination, and working with multidisciplinary teams.

Educational Background:
The educational background required for the Transport Specialist position includes a university degree in a relevant field such as civil engineering, transportation engineering, transport economics, or sustainable transport. A post-graduate degree or equivalent qualifications are preferred, indicating a higher level of expertise and knowledge in the field.

Experience:
The position requires a minimum of 6 years of relevant professional experience in the transport sector. This experience should include international exposure and familiarity with various aspects of transport, including urban transport systems, railways, ports, and logistics. Candidates should have a proven track record of working on transport projects and an understanding of the complexities involved in project identification, preparation, and implementation.

Languages:

Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance. The position is full-time and based at ADB's headquarters in Manila, Philippines.
