In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Country Representative for UN Women in Mexico is responsible for leading and managing the Mexico Country Office (CO) portfolio. This position involves translating UN Women's Strategic Plan into development initiatives that align with regional and national priorities. The Country Representative will develop, implement, and manage programs and projects that promote gender equality and women's empowerment. This role requires effective partnership development with government counterparts, UN agencies, civil society organizations, and donors to mobilize resources and visibility for gender equality initiatives. The Country Representative will also be accountable for reporting on contributions to the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) and ensuring that gender issues are integrated into UN programming processes.
Duties and Responsibilities:
Manage the strategic country programme planning and development, including leading the design and implementation of the Country Strategic Note in collaboration with stakeholders.
Oversee the Mexico Country Office operations, ensuring compliance with UN Women regulations and effective workforce planning.
Support the Resident Coordinator and serve as a member of the UN Country Team, integrating gender equality into UN programming processes.
Represent UN Women in intergovernmental forums and advocate for gender equality and women's empowerment.
Develop and manage resource mobilization strategies, establishing partnerships with stakeholders and donors.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The position requires a Master's degree or equivalent in development-related disciplines, economics, public policy, or social sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification such as PMP®, PRINCE2®, or MSP® is an added advantage. Candidates must possess excellent program formulation, implementation, monitoring, and evaluation skills, as well as strong people management skills in a multicultural environment. The ability to advocate and provide policy advice, interact with high-level decision-makers, and develop operational plans and budgets is essential.
Educational Background: Candidates must hold a Master's degree or equivalent in relevant fields such as development, economics, public policy, or social sciences. A first-level university degree may be accepted with additional qualifying experience. A project management certification is desirable.
Experience: At least 10 years of progressively responsible development experience is required, including strategic and managerial leadership in development cooperation at the international level. Experience in gender and women's issues programming, preferably within the UN system, is essential. Field-based experience working with multicultural teams and leading staff in international settings is also required. Proficiency in using office software and web-based management systems is necessary.
Languages: Fluency in English and Spanish is required for this position. Working knowledge of Portuguese is desirable, and knowledge of another official UN language (French, Arabic, Chinese, Russian) is also a plus.
Additional Notes: The position is full-time and involves leading a team of 33 personnel, including 8 direct reports.
