Job Overview: The Risk Management Officer position is located in the N'Djamena Country Office and is integral to the Risk team, reporting to the Senior Risk Officer or focal point. The role involves supporting the establishment of risk management activities, ensuring compliance with policies and procedures, and enhancing the overall effectiveness of operations while optimizing WFP resources. The officer will be responsible for collecting and analyzing information related to risk management, contributing to the development of risk mitigation strategies, and embedding risk management practices into the planning and decision-making processes across the office. This position requires a proactive approach to identifying risks and implementing effective controls to safeguard WFP's operations and resources.
Duties and Responsibilities: The Risk Management Officer will undertake a variety of key accountabilities, including but not limited to: supporting the collection of information related to oversights and CPs Spot Checks for all field offices, producing periodic reports and graphs to assist management in better risk management; monitoring commodity management and cash-based transfer activities; producing reviews, reports, dashboards, and graphs for the risk management unit; embedding risk management in planning and decision-making; collecting feedback and data on risk performance; assisting managers in regular and ad hoc risk assessments; contributing to the development of guidance and checklists for risk assessments; utilizing risk management tools to analyze risk activities; preparing training programs for colleagues and partners; developing Standard Operating Procedures for managing risk; and supporting the completion of internal and external audit preparations. The officer will also promote adherence to WFP's Anti-Fraud and Anti-Corruption Policy and assist in fact-finding reviews and fraud risk assessments.
Required Qualifications: Candidates must possess an advanced university degree in business/public administration, finance, accounting, international development, audit, or a related field. Alternatively, a first university degree with additional years of relevant work experience and/or training in audit, performance, and risk management is acceptable. The role requires a strong understanding of governance, organizational structures, and strategies of international organizations, as well as experience in program/project management and risk analysis. Candidates should demonstrate analytical, evaluative, and problem-solving skills, along with resourcefulness and good judgment.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as business/public administration, finance, accounting, international development, or audit. A first university degree combined with additional relevant work experience and training may also be considered. Candidates should have a solid foundation in risk management principles and practices, as well as familiarity with performance metrics and measurement.
Experience: The ideal candidate should have at least three years of postgraduate professional experience with a master's degree or five years with a bachelor's degree. Experience in governance, organizational structures, and strategy development within international organizations is essential. Candidates should have a proven track record in program/project management, monitoring and reporting activities, and risk analysis, including the development and implementation of risk mitigation strategies. Familiarity with modern enterprise risk management frameworks is highly desirable.
Languages: Fluency in French (level C) is mandatory, along with a working knowledge of English (level B). Proficiency in additional languages may be considered an asset, enhancing communication within the diverse WFP environment.
