Job Overview:
The Strategic Information and Evaluation Specialist will play a crucial role in the EpiC Cameroon project, which aims to provide strategic technical assistance and direct service delivery to achieve HIV epidemic control among at-risk populations. This position involves providing technical support to community-based organizations (CBOs) and ensuring the effective implementation of monitoring and evaluation (M&E) activities. The specialist will work closely with various stakeholders, including government entities and clinical partners, to ensure high-quality data collection and reporting. The role requires a strong focus on improving data quality for decision-making and enhancing the interoperability of program data with national systems. The specialist will also contribute to knowledge products and support the CBOs in data management and visualization, ensuring that project activities align with the goals of the EpiC initiative and PEPFAR standards.

Duties and Responsibilities:
The duties of the Strategic Information and Evaluation Specialist include providing oversight of strategic information (SI) technical deliverables, managing teams, and ensuring the correct implementation of M&E tools and reporting platforms. The specialist will train CBO partners and regional staff in data collection, management, and analysis, and will conduct routine monitoring visits to assess data quality. Responsibilities also include developing strategies for technical components, analyzing project implementation for improvement, and documenting lessons learned. The specialist will ensure that project activities adhere to EpiC and PEPFAR standards, facilitate data sharing among stakeholders, and support the development of technical briefs and reports. Additionally, the role involves remaining informed about current M&E issues in the HIV/AIDS field and performing other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or related fields. Project Management Certification is an added advantage. The position requires at least 6 years of relevant experience in managing data collection and providing technical assistance, with a strong understanding of health and development programs in Cameroon. Familiarity with national health information management systems and experience with MER indicators and community HIV service data are essential. Candidates should also have experience in capacity building and supervision of sub-partners, particularly those working with at-risk populations and people living with HIV.

Educational Background:
A Master’s degree or its equivalent in relevant fields such as public health, epidemiology, or social work is required. Additional certifications in project management are considered beneficial. The educational background should provide a solid foundation in monitoring and evaluation principles, data analysis, and public health practices.

Experience:
The position requires a minimum of 6 years of relevant experience in managing data collection and providing technical assistance in health programs. Candidates should have a proven track record of working with U.S. government or PEPFAR-supported programs and experience in programs serving at-risk populations and people living with HIV. Familiarity with national-level M&E system implementation and data interoperability is also necessary.

Languages:
Fluency in both French and English is preferred for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of project activities.

Additional Notes:
The position is based in FHI 360’s offices in Yaounde, Douala, and Bafoussam, with travel required throughout Cameroon. Preference will be given to Cameroonian national candidates.
