Job Description
Job Posting Organization: The organization is involved in the EU funded Return, Readmission and Reintegration (RRR) programme, which aims to strengthen the national reintegration system in Cameroon. The initiative focuses on establishing standardized training and employability services across various reintegration centres in the country. The organization is committed to addressing the gaps identified in the reintegration experience of returnees, ensuring that they receive high-quality support and guidance throughout their reintegration journey. The organization operates in multiple cities within Cameroon, including Yaoundé, Douala, Bertoua, Maroua, and Bafoussam, and is dedicated to improving the socio-economic conditions of returnees through effective training and support mechanisms.
Job Overview: The Reintegration Assistant will play a pivotal role in developing essential tools and operational guidance for reintegration centres to provide standardized and high-quality training and employability services. This position is crucial for designing training programs that focus on soft skills development and vocational training, ensuring that returnees are equipped with the necessary skills to reintegrate successfully into society. The assistant will also establish a continuous support mechanism for soft skills development, addressing the behavioral and employability gaps that may arise during the reintegration process. The overarching goal is to create a cohesive framework that enhances the reintegration experience for beneficiaries, ultimately leading to improved socio-economic outcomes.
Duties and Responsibilities:
Harmonization & Development of Training Modules: Review existing training materials across the five reintegration centres and develop a standardized Soft Skills & Employability Training Package, including a trainer’s guide, participant workbook, session plans, and evaluation tools. Integrate feedback from migrants and adult-learning methodologies into the training content.
Development of Reintegration Guidance & Orientation Tools: Draft a comprehensive Reintegration Training & Employability Guidance Note that outlines minimum service standards, workflows, roles, and referral pathways. Create a Migrant Orientation Briefing Pack to guide beneficiaries through the reintegration journey.
Vocational Training Pathways & Mapping: Map at least 25 vocational training centres and develop selection criteria for training providers. Draft MoU templates and identify opportunities for certification and apprenticeships.
Job Fairs & Employer Engagement Model: Develop a Job Fair Toolkit, including methodologies, implementation checklists, and communication tools. Propose a national job fair calendar and operational plan.
Work Planning & Capacity Development: Produce a 12-Month Reintegration Workplan and deliver orientation sessions for staff on new tools and standards.
Establish a Continuous Soft-Skills Support Mechanism: Create a system to identify soft-skills needs during follow-up and produce refresher training modules.
Reporting & Coordination: Submit monthly progress reports and coordinate with governmental bodies, private sector partners, and NGOs.
Required Qualifications:
High school diploma with seven years of relevant experience; or a Bachelor’s degree in Education, Social Sciences, Human Resources, Development Studies, Migration Studies, or a related field from an accredited institution with five years of relevant professional experience.
Minimum of 5 years of professional experience in training design and delivery, adult-learning facilitation, employability coaching, or vocational training coordination.
Proven experience in developing training tools, curricula, and guidance notes.
Experience working with vulnerable populations or in reintegration programmes is an advantage.
Strong familiarity with Cameroon’s labour market and TVET ecosystem is highly desirable.
Educational Background: Candidates must possess either a high school diploma with extensive relevant experience or a Bachelor’s degree in a related field such as Education, Social Sciences, or Migration Studies. The educational background should be from an accredited institution, ensuring that candidates have a solid foundation in the principles relevant to the role.
Experience: The position requires a minimum of 5 years of professional experience in areas such as training design, adult-learning facilitation, and vocational training coordination. Candidates should have a proven track record of developing training tools and curricula, as well as experience working with vulnerable populations or in reintegration programmes. Familiarity with the local labour market and vocational training ecosystem in Cameroon is highly desirable, as it will enable the assistant to effectively engage with stakeholders and develop relevant training pathways.
Languages: Fluency in English and French is required for this position, both oral and written. This bilingual proficiency is essential for effective communication with beneficiaries and stakeholders involved in the reintegration process.
Additional Notes: The position is expected to be full-time and may involve working closely with various governmental and non-governmental organizations. The role is crucial for the successful implementation of the RRR programme, and the assistant will be responsible for producing high-quality outputs under tight deadlines. The position may also involve some travel within Cameroon to engage with different reintegration centres and stakeholders.
