Job Overview: The Sr. Payroll Administrator plays a crucial role in the timely and accurate processing of payroll for both International and National staff members, as well as non-staff members such as consultants and interns. This position is vital for ensuring compliance with internal controls and payroll regulations. The administrator will be responsible for processing regular monthly payrolls, off-cycle payrolls, and various entitlements, including settling-in grants and termination emoluments. The role requires a thorough evaluation of internal controls and the ability to recommend improvements. The Sr. Payroll Administrator must ensure strict adherence to payroll schedules and relevant rules, review payroll accounting files, and reconcile payroll reports before submission to the National Payroll Officer. This position also involves validating data in the payroll system, monitoring staff accounts, and addressing queries related to salary issues. The administrator will collaborate with various departments to ensure accurate payroll reporting and documentation, while also staying updated on changes in human resources policies related to benefits and allowances.
Duties and Responsibilities:
Process regular monthly and off-cycle payroll for International and National staff, including non-staff members.
Ensure compliance with internal controls and payroll regulations.
Review and reconcile payroll accounting files and reports before submission.
Validate data in the payroll system to ensure accurate salary calculations.
Monitor staff accounts and follow up on outstanding amounts.
Collaborate with colleagues to address payroll-related queries and issues.
Propose changes to payroll processes as needed.
Develop tools to automate payroll functions.
Work with IT and other departments on system enhancements. 1
Stay informed about changes in HR policies affecting payroll.
Required Qualifications: Candidates must possess a completed university degree in Finance, Accounting, or a related field from an accredited institution, along with 5 years of relevant work experience. Alternatively, a completed High School degree with 7 years of relevant professional experience is acceptable. Certification as a Certified Public Accountant (CPA) is considered an advantage. Knowledge of IOM financial policies and staff rules is beneficial, as is experience with SAP or Oracle HR and payroll systems.
Educational Background: A completed university degree in Finance, Accounting, or a related field from an accredited academic institution is required. Alternatively, a completed High School degree from an accredited institution with extensive relevant experience is acceptable. Accreditation of universities must be verified through the UNESCO World Higher Education Database.
Experience: Candidates should have significant experience in corporate payroll operations, with a strong understanding of banking and accounting systems, as well as generally accepted accounting principles. Familiarity with business risk controls is essential. Experience with IOM financial policies and staff regulations is advantageous, as is proficiency in SAP or Oracle HR and payroll systems.
Languages: Proficiency in English is mandatory, and knowledge of additional languages is considered a plus, particularly languages relevant to the regions in which IOM operates.
