Its mission is to promote the safe and orderly development of international civil aviation throughout the world. ICAO works with its 193 member states and global aviation organizations to develop international Standards and Recommended Practices (SARPs) and policies to ensure that civil aviation is safe, secure, and environmentally sustainable. The organization operates in multiple countries and has a significant presence in various regions, including the Middle East, where it has a Regional Office in Cairo. ICAO employs a diverse workforce of professionals dedicated to enhancing global civil aviation safety and efficiency.
Job Overview: The Regional Director position is a senior leadership role within the ICAO's Middle East Regional Office. The incumbent will serve as the representative of the Secretary General to the states in the region, leading the implementation of ICAO's strategic goals and policies. The Regional Director is expected to coordinate with various stakeholders, including member states, regional civil aviation bodies, and international organizations, to promote the timely and harmonized implementation of ICAO's strategic objectives. This role involves providing technical guidance, supporting the development of regional planning frameworks, and ensuring that the regional office's work aligns with global aviation standards. The Regional Director will also be responsible for fostering partnerships and mobilizing resources to support the sustainable development of civil aviation in the region.
Duties and Responsibilities:
Serve as the Representative of the Secretary General within the Region, promoting ICAO’s views and interests, and ensuring the successful implementation of the Organization’s mandate and objectives.
Actively lead regional initiatives and oversee implementation support projects aimed at enhancing civil aviation safety, efficiency, and sustainability.
Coordinate and participate in high-level meetings, delivering messages on behalf of ICAO and engaging with stakeholders.
Support the implementation of ICAO's Global Aviation Safety Plan, Global Air Navigation Plan, and other strategic goals, providing strategic advice to member states.
Develop tailored ICAO Plans of Action for states, monitor their implementation, and coordinate assistance for states in need.
Foster partnerships and resource mobilization within the region, establishing productive interactions with states, donors, and international organizations.
Plan and develop the Regional Office’s work programme, ensuring alignment with ICAO’s strategic goals and business plans.
Manage staff performance and well-being, promoting a harmonious workplace based on mutual respect.
Perform other related duties as assigned.
Required Qualifications:
An advanced level university degree (Master’s Degree or equivalent) in an aviation-related field, management, administration, economics, law, or a related area.
A minimum of fifteen (15) years of progressively responsible experience in aviation safety, air navigation, or related areas.
Managerial experience at the senior executive level in a public, private, or international civil aviation organization.
Experience dealing with aviation matters at the international level, including high-level negotiations with government authorities.
Proven experience in leading multidisciplinary teams to achieve organizational goals.
Educational Background: The position requires an advanced level university degree (Master’s Degree or academic equivalent) in an aviation-related field, which may include scientific or technical disciplines, management, administration, economics, law, or a related area. This educational background is essential for understanding the complexities of civil aviation and the regulatory frameworks that govern it.
Experience: Candidates must have a minimum of fifteen (15) years of progressively responsible experience in aviation safety, air navigation, air transport, or related areas. This experience should include managerial roles at the senior executive level within civil aviation organizations, as well as experience at the international level dealing with aviation matters that cross national boundaries. Additionally, candidates should have experience in corporate performance management and leading multidisciplinary teams.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English and Arabic is required. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages, as per the UN Language Framework.
Additional Notes: The position is a fixed-term non-career appointment for a period of four (4) years, with the first year being probationary for external candidates. The maximum duration for which a staff member at the D-1 level can serve is eight (8) years. ICAO offers an attractive remuneration package, including a tax-free annual net base salary of US $143,609, which includes a net base salary of US $116,095 and a post adjustment of US $27,51
