Job Overview:
The Technology Manager will lead the ITS Operations Products unit (ITSOP) within the Information and Technology Solutions (ITS) Vice Presidential Unit (VPU). This role is pivotal in overseeing the delivery of optimal digital experiences for various stakeholders, including employees, shareholders, vendors, and the public. The successful candidate will need a deep understanding of operations business processes and will be responsible for mapping, optimizing, and digitizing complex workflows within global development organizations. The role requires collaboration with stakeholders to identify opportunities for digital enablement and tailor technology solutions that support the institution’s development mission. The Technology Manager will also be responsible for strategic planning, program delivery, and ensuring alignment with institutional strategic priorities, thereby driving efficiency and compliance across the organization.

Duties and Responsibilities:
The Technology Manager will engage with internal and external stakeholders to advance the unit’s strategic objectives. Key responsibilities include:
  • Business Engagement & Strategic Planning: Develop and implement technology strategies aligned with organizational priorities, lead strategic planning for the Operations Products portfolio, and manage the unit’s budget.
  • Program Delivery: Provide strategic technology advisory to Operations Policy business units, lead enhancements to the Operations Workspace, and drive early-stage technology innovation.
  • Leadership and Talent Management: Promote WBG leadership values, attract and retain high-performing talent, and manage teams distributed across key hubs.
  • Technical Domain Expertise: Lead and develop technical teams, design and implement digital solutions, and address operational challenges in international development environments.
  • Relationship Building & Stakeholder Management: Build and maintain strategic partnerships with diverse stakeholders and serve as a bridge between IT and business units.

Required Qualifications:
Candidates must possess a master’s degree in communications, business, technology management, international relations/development, computer science, computer engineering, marketing, or a related field with at least 10 years of relevant experience, or a bachelor's degree with 15+ years of relevant experience. Post-graduate coursework in digital technology, information technology, innovation, AI, or related subjects is preferred. Experience in international development, emerging markets, or social impact sectors is essential. Certifications in Agile methodologies, PMP, ITIL, Cloud, AI, or other industry certifications are preferred.

Educational Background:
A master’s degree in a relevant field such as communications, business, technology management, international relations/development, computer science, or computer engineering is required. Candidates with a bachelor’s degree must have significant relevant experience. Post-graduate coursework in digital technology or related subjects is preferred, indicating a strong foundation in the necessary technical and managerial skills.

Experience:
The position requires a minimum of 10 years of relevant experience for candidates with a master’s degree, or 15+ years for those with a bachelor’s degree. Experience in leading multicultural, geographically distributed teams and managing large-scale enterprise engagements is crucial. Candidates should have a proven track record in technical leadership, mentoring, and developing professional technical staff.

Languages:
While specific mandatory languages are not listed, proficiency in English is essential given the international nature of the organization. Additional languages may be beneficial, particularly those relevant to the regions in which the World Bank operates.
