Job Overview:
The position involves collaborating with the International Food Policy Research Institute (IFPRI) to enhance policy capacity in Uganda, particularly in the context of climate resilience and food security. The selected Ugandan partner will work closely with decision-makers to identify effective policy options, assess their costs and benefits, and navigate trade-offs among competing priorities. This role is critical as Uganda faces significant challenges related to climate change, which threaten its food systems and agricultural productivity. The partner will engage in activities that align with Uganda's National Development Plan (NDP IV) and Nationally Determined Contributions (NDCs), focusing on sustainable agro-industrialization, improving agricultural productivity, and promoting climate-smart practices. The overarching goal is to support the Ugandan government in implementing its development plans and enhancing the resilience of its food systems.

Duties and Responsibilities:
The Ugandan partner will be responsible for a variety of tasks aimed at strengthening policy capacity and providing analytical support. Key duties include assessing the implementation progress of Uganda's current NDC (NDC II) to identify gaps and inform future commitments. The partner will provide analytical inputs and recommendations for updating Uganda's NDC, ensuring alignment with the national development framework. Additionally, the partner will strengthen national capacity by localizing modeling capabilities through training and joint analyses. They will identify climate-responsive investment priorities, assess their economy-wide impacts, and provide strategic guidance on policy trade-offs. The partner will also deliver analytical support to ministries on key governmental priorities, such as food value chains and market integration, to identify investment needs and opportunities for enhanced sustainability and equity. Specific deliverables include providing modeling inputs and analysis support, engaging with the National Planning Commission and relevant ministries to identify investment priorities, and arranging modeling training for government partners.

Required Qualifications:
Candidates must demonstrate proven experience in conducting similar assignments, showcasing their ability to manage and report expenditures effectively. Financial capacity is essential, as is the ability to complete the assignment within the specified timeline. The partner should possess strong analytical skills and a deep understanding of Uganda's food systems and climate policies. Additionally, the candidate should have experience working with governmental institutions and a track record of successful collaboration with stakeholders in the agricultural sector.

Educational Background:
A relevant educational background is required, preferably in fields such as agricultural economics, environmental science, public policy, or a related discipline. Advanced degrees (Master's or PhD) are highly desirable, as they provide a strong foundation for understanding the complexities of food systems and climate resilience.

Experience:
The position requires a significant level of experience, ideally with a minimum of five years in policy analysis, agricultural development, or climate resilience projects. Experience working with governmental agencies and international organizations is a plus, as it demonstrates the ability to navigate the complexities of policy environments and stakeholder engagement.

Languages:
Fluency in English is mandatory, as all application documents and communications will be conducted in English. Knowledge of local languages spoken in Uganda may be advantageous but is not a requirement for this position.

Additional Notes:
The assignment is expected to be completed within three months, from preparation to final reporting. The contract duration extends until December 31, 2025, indicating a long-term commitment to the project.
