Job Overview: The Deputy HR Coordinator plays a crucial role in supporting the strategic and operational management of human resources across the Syria Mission. Reporting to the HR Coordinator, this position is responsible for the effective implementation of HR policies, ensuring compliance with local labor laws and internal procedures, and providing quality support to field HR teams. The role is essential in coordinating national staff HR processes, strengthening HR systems, and fostering a consistent, transparent, and responsive HR service delivery across all bases. The Deputy HR Coordinator will actively contribute to capacity building, risk mitigation, and the overall development of the HR function in a complex and evolving context, particularly as SI adapts to the changing operational landscape in Syria.
Duties and Responsibilities: The Deputy HR Coordinator's main tasks include the development and implementation of national HR policies, ensuring compliance with local labor laws, and participating in project openings and closings from an HR perspective. The role involves ensuring the appropriateness and coherence of job descriptions, conducting yearly compensation and benefits benchmarks, and maintaining coherence between SI HR policies and national laws. The Deputy HR Coordinator will represent the HR department in meetings with authorities and other NGOs, conduct regular field visits to support HR teams, provide ongoing technical support to field HR focal points, and ensure contract management aligns with national labor laws. Additional responsibilities include overseeing the implementation of Internal Staff Regulations, conducting trainings for HR teams, managing personnel data, preparing HR files for audits, and supporting national staff travel arrangements.
Required Qualifications: Candidates must possess a Bachelor’s degree in Human Resources, Business Administration, Labor Law, or a related field. They should have a minimum of 5 years of experience in the humanitarian sector, specifically with international NGOs, and at least 3 years in a Human Resources management role with increasing responsibilities. Strong knowledge of national labor laws and experience liaising with local authorities is essential, along with skills in developing and implementing HR policies and procedures.
