Job Overview: The position involves developing a comprehensive strategy for the blue economy in Senegal, which is crucial for enhancing economic competitiveness through sustainable use of marine and aquatic resources. The consultant will be responsible for mapping key public and private stakeholders in the blue economy, identifying structuring projects, and formulating a national resource mobilization strategy to finance the blue economy. This role is pivotal in supporting Senegal's integration into the African Continental Free Trade Area (AfCFTA) and leveraging its maritime potential for economic growth. The consultant will work remotely and is expected to deliver a budgeted action plan and a validated national strategy for resource mobilization within a 90-day timeframe.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Conduct a thorough mapping of key public and private actors involved in the blue economy in Senegal.
Identify and document a portfolio of structuring projects that can drive the development of the blue economy.
Develop a budgeted action plan that aligns with the opportunities presented by the AfCFTA.
Formulate and validate a national strategy for resource mobilization aimed at financing the blue economy, including a prioritized five-year action program.
Engage with stakeholders to gather insights and validate findings.
Prepare analytical reports and presentations summarizing the findings and recommendations.
Ensure compliance with multilateral commitments related to the blue economy and regional governance frameworks.
Required Qualifications: Candidates must possess a minimum of a Master's degree (Bac+5) in economics, law, international trade, or a relevant field. They should have at least ten years of proven experience in trade policyanalysis, project/program management in least developed countries, and strategy formulation related to the blue economy. Familiarity with multilateral commitments and governance frameworks concerning the blue economy is essential. Candidates should also demonstrate strong analytical, synthesis, and report writing skills, as well as proficiency in computer applications and economic analysis.
Educational Background: A Master's degree (Bac+5) in economics, law, international trade, or a related field is required. This educational background is crucial for understanding the complexities of trade policies and the economic implications of the blue economy.
Experience: Candidates should have a minimum of ten years of relevant experience, particularly in trade policy analysis and project management in developing countries. Experience in formulating strategies related to the blue economy and conducting similar missions is essential, with at least two such missions completed successfully.
Languages: Fluency in French is mandatory for this position, both spoken and written, as it is one of the working languages of the United Nations. Proficiency in English is also beneficial but not required.
