Job Overview:
The Knowledge Management and Learning Officer will be a pivotal figure in the ILO's efforts to enhance knowledge sharing and learning within the framework of the EU-funded Advancing Decent Work in Ethiopian Coffee and Horticulture Value Chains project. This role is designed to capture, organize, and disseminate knowledge generated through program implementation, research, and partnerships. The incumbent will be responsible for developing and operationalizing a comprehensive Knowledge Management and Learning Strategy that aligns with the goals of the Siraye Programme. This includes documenting lessons learned, promising practices, and innovations, and ensuring that these insights are shared across the ILO community. The officer will also support the design and implementation of monitoring, evaluation, and learning (MEL) frameworks, synthesizing data to generate actionable insights that guide program management and policy discussions. The position requires a proactive approach to fostering institutional learning and connecting program insights with broader sectoral and national policy discussions.

Duties and Responsibilities:
The Knowledge Management and Learning Officer will undertake a variety of responsibilities, including:
  • Designing and implementing a Knowledge Management and Learning Strategy for the EU-funded project and related initiatives.
  • Capturing and documenting lessons learned, promising practices, and innovations, and disseminating these across the ILO community.
  • Coordinating the production of knowledge products such as synthesis reports, policy briefs, case studies, and thematic analyses.
  • Maintaining a digital knowledge repository for program data, reports, and learning materials.
  • Supporting communities of practice and collaboration with Better Work Global teams to enhance learning across country programs.
  • Assisting in the design and implementation of the program’s MEL and Results Framework.
  • Synthesizing monitoring data, research findings, and evaluations to generate actionable insights.
  • Leading structured reflection processes, including learning events and discussions.
  • Ensuring quality and consistency in program and donor reporting through MEL guidance and data validation. 1
  • Building the capacity of program staff and national partners in knowledge documentation and learning facilitation. 1
  • Liaising with universities and research institutions to design joint studies and disseminate findings. 1
  • Integrating research findings into learning and capacity-building activities. 1
  • Contributing to strategic planning, monitoring, and reporting, and undertaking any other relevant duties as requested by the supervisor.

Required Qualifications:
Candidates must possess a first university degree in knowledge management, communications, development studies, social sciences, economics, or a related field. A postgraduate qualification in knowledge management, organizational learning, or monitoring and evaluation is considered an advantage. Additionally, candidates should have at least three years of progressively responsible experience in knowledge management, organizational learning, research, or monitoring and evaluation within international development contexts. Experience in supporting donor-funded programs, particularly EU-funded initiatives, is essential, along with a proven ability to contribute to results frameworks and reporting processes. Candidates should demonstrate a track record of producing high-quality knowledge products and facilitating structured reflection processes that translate field-level insights into broader analyses.

Educational Background:
The educational background required for this position includes a first university degree in relevant fields such as knowledge management, communications, development studies, social sciences, or economics. A postgraduate qualification in knowledge management, organizational learning, or monitoring and evaluation is highly desirable and will enhance a candidate's suitability for the role.

Experience:
Candidates are expected to have a minimum of three years of progressively responsible experience in areas such as knowledge management, organizational learning, research, or monitoring and evaluation, specifically within the context of international development. Experience in managing or supporting donor-funded programs, particularly those funded by the EU, is crucial. The ideal candidate will have a proven ability to contribute to results frameworks, synthesize evidence, and produce high-quality knowledge products. Familiarity with engaging research institutions or academic partners and working with collaborative digital platforms is also beneficial.

Languages:
The position requires an excellent command of English, as well as a good working knowledge of Amharic. Proficiency in these languages is essential for effective communication and collaboration within the role, particularly in the context of knowledge dissemination and stakeholder engagement.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension based on various factors such as the availability of funds and the continuing need for the functions.
