Job Overview:
The Chief of Section, Economic Affairs, is responsible for leading and managing the Emerging and Frontier Technologies, Innovation and Digital Transformation Section within the Technology, Innovation, Connectivity and Infrastructure Development Division (TICID) of ECA. This role focuses on promoting the use of Information and Communication Technology (ICT) and Science, Technology, and Innovation (STI) for development across African nations. The Chief of Section will coordinate activities that support digital transformation, assist countries in implementing the Global Digital Compact, and foster partnerships for ICT utilization in Africa. The position requires strategic planning, economic analysis, and the ability to engage with various stakeholders to ensure effective implementation of ECA's initiatives.

Duties and Responsibilities:
The Chief of Section will lead the formulation and management of programs related to technology, innovation, and digital transformation. Responsibilities include conducting economic analysis, developing ICT and STI strategies, identifying emerging issues, supervising a team of economists, commissioning studies, and managing expert consultations. The role also involves providing substantive support to intergovernmental meetings, representing ECA at various forums, negotiating technical assistance programs, and ensuring collaboration among member states. Additionally, the Chief of Section will oversee the preparation of reports, manage the work unit's contributions to the organization's overall program, and lead data analysis efforts to inform decision-making.

Required Qualifications:
Candidates must possess a strong background in economic research and analysis, particularly in relation to ICT and STI. The role requires the ability to develop and implement economic policies, conduct independent research, and analyze data from various sources. Professionalism, accountability, leadership, and the ability to manage performance are essential qualities for this position. The Chief of Section should demonstrate a commitment to gender balance and inclusivity in all areas of work, fostering an environment that empowers all team members.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in engineering, sciences, computer science, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is considered an advantage, highlighting the importance of analytical skills in this role.

Experience:
A minimum of ten years of progressively responsible experience in research and analysis in economics or a related field is required. Candidates should have experience in policy formulation and the application of economic principles in development, particularly in connection with ICT and STI. Knowledge of emerging technologies and digital transformation in Africa is essential, along with experience in data analytics or related areas being desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in either English or French is required, with the expectation that candidates will be able to communicate effectively in one of these languages. Familiarity with both languages is advantageous and may enhance collaboration within the organization.

Additional Notes:
The position is based in Addis Ababa, Ethiopia, and is expected to be a full-time role. The Chief of Section will be involved in high-level discussions and negotiations with member states and other stakeholders, requiring a strong commitment to the mission of ECA. The role may involve travel within the region to support member states in implementing ICT and STI initiatives.
