Duties and Responsibilities: The key responsibilities for the Economist/Senior Economist position include leading and participating in Capacity Development activities in various PFM areas, coordinating technical content delivered by regional CD centers, and managing project activities. This involves designing multi-year CD projects, supervising short-term experts, and reporting on project performance. The candidate will also be tasked with developing proposals for donor funding and contributing to the FAD’s analytical and research work, which includes creating technical guidance notes and CD tools. Additionally, the role requires maintaining effective relationships with national authorities and development partners, and handling sensitive issues with discretion in a multicultural environment.
Required Qualifications: Applicants must possess a relevant advanced university degree or equivalent qualifications in economics, finance, or accounting. A minimum of four years of relevant professional experience is required, with preference given to candidates who have at least eight years of practical experience in a senior advisory role within a ministry of finance, international financial institution, or development partner. Candidates should have considerable knowledge of PFM practices across different countries and experience in delivering Capacity Development in PFM areas.
Educational Background: The educational background required for this position includes an advanced university degree in economics, finance, accounting, or a related field. Equivalent qualifications may also be considered, emphasizing the importance of a strong academic foundation in relevant disciplines.
Experience: The position requires at least four years of relevant professional experience, with a strong preference for candidates who have eight or more years of practical experience. This experience should ideally be in a senior line or advisory position within a ministry of finance, international financial institution, or development partner, with a focus on public financial management.
Languages: Strong English oral and written communication skills are mandatory for this position. Additionally, the ability to communicate in French would be considered a strong advantage, enhancing the candidate's effectiveness in a multicultural environment.
