Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer will play a crucial role in supporting the WFP security team in Gaza, ensuring the safety and security of WFP personnel, activities, and facilities. This position involves providing technical advice and support for security assessments and plans, contributing to the development of monitoring systems for security situations, and conducting context analysis in conflict-affected areas. The officer will assist in negotiations to secure operational acceptance for WFP in various areas, stay informed about local security developments, and mainstream security considerations into program and emergency preparedness plans. The role requires collaboration with local and inter-agency meetings to discuss security issues and contribute to training sessions aimed at enhancing security capabilities within WFP and its partners. The officer will also be responsible for preparing timely reports that inform decision-making and support the monitoring and evaluation of WFP activities.

Duties and Responsibilities:
  • Provide technical advice and support for security assessments and plans to strengthen security management and crisis preparedness.
  • Develop systems and tools for monitoring and assessing security needs in line with best practices.
  • Conduct context analysis in conflict-affected areas to identify key characteristics and locations of involved parties.
  • Assist in communications and negotiations to secure operational acceptance for WFP.
  • Monitor local security developments and provide early warnings of potential threats to WFP staff and operations.
  • Mainstream security considerations into program and emergency preparedness plans.
  • Support security planning, emergency preparedness, and response processes.
  • Monitor compliance with security recommendations and assess security procedures and protocols.
  • Manage security staff where applicable, providing coaching and guidance. 1
  • Participate in local and inter-agency meetings to discuss security issues. 1
  • Organize and deliver training sessions to enhance security capabilities. 1
  • Prepare accurate and timely reports for informed decision-making. 1
  • Support monitoring and evaluation of WFP activities. 1
  • Follow emergency security preparedness practices. 1
  • Perform other duties as required.

Required Qualifications:
Candidates must possess a Bachelor’s degree in security management, law enforcement, criminology, international relations, or a related field. Additionally, candidates should have more than 5 years of experience within the United Nations Security Management System. Proper certifications such as the Security Certification Programme (SCP) and Field Security Awareness (FSA) training are also required. Candidates should demonstrate strong analytical skills, the ability to work under pressure, and effective communication skills.

Educational Background:
A Bachelor’s degree in a relevant field such as security management, law enforcement, criminology, or international relations is required for this position. This educational background provides the necessary theoretical knowledge and practical skills needed to effectively manage security operations in complex environments.

Experience:
The position requires more than 5 years of relevant experience within the United Nations Security Management System. This level of experience is essential to ensure that the candidate is well-versed in the complexities of security management in humanitarian contexts and can effectively contribute to the safety and security of WFP operations.

Languages:
Fluency in English (Level C) is essential, both written and spoken. A working knowledge of Arabic is highly desirable, as it will facilitate communication and collaboration within the local context and enhance the effectiveness of security operations.

This position is an international consultancy role with a contract duration of 6 months. The Field Security Officer will be based in Gaza, with potential assignments to other field offices within the WFP Gaza operation.
