Job Overview:
The Finance Officer position is crucial for the day-to-day implementation of support functions within the organization. This role is designed to ensure that financial operations are conducted in accordance with NRC policies and guidelines. The Finance Officer will be responsible for implementing delegated financial functions, preparing financial reports, maintaining filing systems for financial documents, and supporting project staff in financial matters. The position requires a proactive approach to identifying areas for improvement within the support function and ensuring compliance with financial standards. The Finance Officer will also engage with partners to verify financial reports and assist in negotiations, ensuring that all financial transactions are accurately recorded and documented.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of responsibilities that include: ensuring adherence to NRC policies and guidelines; implementing the financial function portfolio according to the action plan; preparing and developing status reports for management; maintaining a filing system for all financial documents; preparing monthly financial reports; supporting project staff in financial matters; promoting ideas for improvement; verifying that vouchers and supporting documents meet NRC standards; managing payments to partners; providing inputs during partner negotiations; conducting meetings with partners; ensuring timely booking of costs into the financial system; preparing bank account reconciliations; assisting in audits and donor report preparations; and performing any other tasks as assigned. The role also involves critical interfaces with other departments and units, ensuring effective collaboration across the organization.

Required Qualifications:
Candidates for the Finance Officer position must possess a strong set of qualifications, including experience working as a Finance Officer or Accountant in a humanitarian or recovery context. A professional knowledge of auditing and accounting practices is essential, along with documented results related to the responsibilities of the position. Candidates should also have a solid understanding of the context in which NRC operates, particularly in Ukraine, and be familiar with the general tax laws applicable to international and local NGOs. Proficiency in English, both written and verbal, is mandatory, while fluency in Ukrainian is also required. Good computer skills, particularly in MS Office, are necessary for effective performance in this role.

Educational Background:
The educational background required for the Finance Officer position typically includes a degree in finance, accounting, or a related field. Candidates with relevant certifications in accounting or finance will be viewed favorably. A strong academic foundation in financial principles and practices is essential for success in this role, as it involves complex financial transactions and reporting.

Experience:
The position requires candidates to have a minimum of two to three years of relevant experience in finance or accounting, particularly within the humanitarian or recovery sectors. Languages:

Additionally, fluency in Ukrainian, both written and verbal, is essential for effective communication with local stakeholders and partners. Knowledge of other languages may be considered an asset, but English and Ukrainian are the primary languages required for this role.
