Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer (FSO) position is crucial for the safety and security of IOM staff and assets in South Sudan. Under the direct supervision of the Field Security Officer of the IOM South Sudan Country Office, the incumbent will support the FSO in implementing security management procedures. This role involves managing and providing support for all security-related aspects of field operations, including the safety of staff, premises, and assets. The FSO will be responsible for establishing effective working relationships with various security stakeholders, including the UN Security Management System and local government agencies. The position requires a dynamic individual capable of progressively taking on higher responsibilities and providing input to the supervision of general service staff. The incumbent will also be involved in developing and implementing security plans, conducting security risk assessments, and ensuring compliance with UN security measures. Overall, the FSO plays a vital role in maintaining a secure environment for IOM operations in South Sudan.
Duties and Responsibilities:
Establish and maintain effective working relationships with UN Security Management System organizations, the UN Department of Safety and Security, host government agencies, and partner security services to ensure up-to-date security-related information for South Sudan activities.
Monitor and analyze the security situation in South Sudan, communicating significant events and incidents in a timely manner.
Support the development and implementation of IOM Country Office-specific security plans, including contingency and emergency response plans, and Standard Operating Procedures (SOPs).
Conduct Security Risk Management (SRM) assessments and monitor the implementation of recommended security measures.
Acquire a comprehensive understanding of IOM programs in the Country Office and contribute to drafting Security Risk Assessments.
Conduct physical surveys of offices, vehicles, and staff residences to verify compliance with UN Security Risk Management Measures.
Manage the Country Office Warden system, maintaining updated staff lists and ensuring timely dissemination of safety and security information.
Monitor security incidents affecting IOM personnel and prepare security reports.
Provide security briefings for IOM personnel and coordinate travel security requirements. 1
Supervise Field Security Associates to ensure appropriate security levels for IOM personnel. 1
Implement security access control procedures and conduct periodic security assessments. 1
Provide technical guidance on security policy and monitor compliance with security standards. 1
Attend security cell meetings and provide technical inputs on security matters. 1
Support investigations and incidents affecting IOM personnel and assets. 1
Respond to security queries and provide technical guidance as required. 1

Required Qualifications: Candidates must possess a Master's degree in Security, Social Sciences, Psychology, Criminal Justice, Law, International Relations, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields with two years of relevant professional experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database. Relevant professional experience in the humanitarian, public, private, or corporate sector is desirable, particularly in security programs, risk assessments, and operational security risk management. Experience in UN Missions, International Peacekeeping, or Emergency Missions is an advantage. Certification from the UN Department of Safety and Security in relevant security training programs is also desirable.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as Security, Social Sciences, Psychology, Criminal Justice, Law, or International Relations from an accredited academic institution. Alternatively, candidates with a University degree in these fields and two years of relevant professional experience will also be considered. It is important that the educational qualifications are obtained from accredited universities recognized by the UNESCO World Higher Education Database.
Experience: The position requires relevant professional experience in the humanitarian, public, private, or corporate sectors. Candidates should have experience in security programs, risk assessments, and operational security risk management. Previous experience in UN Missions, International Peacekeeping, or Emergency Missions is considered an advantage. Additionally, candidates with certifications from the UN Department of Safety and Security in relevant security training programs will be preferred.
Languages: Fluency in English is mandatory for this position, both oral and written. IOM's official languages include English, French, and Spanish, and all staff members are required to be fluent in at least one of these languages. A working knowledge of Arabic is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
