Job Overview: The WASHProgramme Officer will be responsible for overseeing the Water, Sanitation, and Heating (WASH) program functions in accordance with IOM’s regulations and policies. This role involves coordinating and monitoring the operational, administrative, and financial aspects of WASH project interventions, ensuring compliance with IOM standards and donor requirements. The officer will also be tasked with identifying gaps in WASH implementation and suggesting improvements, as well as participating in the development of work plans, project budgets, and monitoring tools. The position requires close collaboration with various stakeholders, including donors, UN agencies, and local authorities, to ensure effective project delivery and capacity building activities.
Duties and Responsibilities: The WASH Programme Officer will have a comprehensive set of responsibilities, including: coordinating and monitoring WASH project interventions; keeping supervisors informed on implementation status; identifying and addressing WASH-specific gaps; developing work plans and project budgets; collecting and analyzing WASH data; preparing project reports; liaising with donors and partners; contributing to capacity building activities; attending relevant WASH coordination platforms; supervising WASH project staff; and undertaking duty travel to WASH sites for monitoring and assessments. The officer will also be responsible for preparing communication products and ensuring visibility of WASH activities.
Required Qualifications: Candidates must possess a Bachelor’s Degree or equivalent in Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, Public Health, or related fields, along with at least two years of professional experience. Alternatively, a Master’s degree in the same fields is acceptable. Certification as a licensed professional engineer is considered an advantage. Additionally, candidates should have experience in construction engineering, contract management, and the design and implementation of WASH projects, preferably within a non-governmental or international organization context.
Educational Background: The educational requirements for this position include a Bachelor’s Degree or equivalent in relevant technical disciplines such as Civil Engineering, Water Resources Engineering, Environmental Engineering, Architecture, or Public Health. A Master’s degree in these fields is also acceptable, and certification as a licensed professional engineer is advantageous. Experience: Candidates should have a minimum of two years of professional experience in the field of construction engineering and contract management. Familiarity with international and Ukrainian codes, policies, and standards related to WASH is also important. Experience working with non-governmental organizations or international organizations is considered an advantage, as it demonstrates the ability to navigate complex project environments and collaborate with diverse stakeholders.
Languages: Fluency in English and Ukrainian is mandatory for all applicants, both oral and written. This language proficiency is essential for effective communication with stakeholders, reporting, and documentation.
