The OSCE Programme Office in Dushanbe (POiD) is involved in numerous activities aimed at enhancing security and governance in Tajikistan, including arms control, counter-terrorism, and disaster risk reduction. The office works to strengthen democratic institutions and support conflict prevention and crisis management measures.

Job Overview:
The Reporting and Communications Officer will play a crucial role in the OSCE Programme Office in Dushanbe, working under the direct supervision of the Senior Executive Officer within the Communications and Reporting Unit (CRU). This position is integral to ensuring consistency in the office's external reporting and programmatic coordination. The officer will be responsible for managing all aspects of external communication and reporting requirements, which includes drafting and editing reports, preparing press releases, and coordinating outreach efforts. The role requires a proactive approach to developing a communications strategy that enhances public understanding of the OSCE's work and maximizes media coverage of mission activities. The officer will also monitor key political, economic, and social developments in Tajikistan, providing analytical advice to senior management and acting as the office's Early Warning Focal Point.

Duties and Responsibilities:
The successful candidate will be tasked with a variety of responsibilities, including: supervising and managing the office's external communication and reporting requirements; revising and editing reports; compiling, drafting, and clearing speeches and talking points for senior officials; preparing and coordinating press releases and social media posts; ensuring tasks related to visibility and external communication are conducted in a structured and timely manner; developing a communications strategy to increase public understanding of OSCE activities; monitoring political and social developments in Tajikistan; providing analytical advice on public information policy; and supporting the organization of high-level visits. The officer will also coordinate and delegate tasks within the Communication and Reporting Unit and programmatic departments, ensuring alignment with the annual communications plan and strategy.

Required Qualifications:
Candidates must possess a first-level university degree in a relevant field, such as telecommunications or electronic engineering, or have relevant experience in information, communications, or networking. They should have a minimum of 6 years of relevant professional experience, particularly in the design, implementation, and operation of complex communications networks. The ability to provide technical advice and guidance, as well as knowledge of various communications systems, is essential. Candidates should also demonstrate previous experience in drafting, editing, and reporting, along with strategic communication skills for diverse audiences. Supervisory and managerial experience is highly desirable, as is the ability to work effectively in a multicultural environment while maintaining impartiality.

Educational Background:
A bachelor's degree or first-level university degree in a relevant field is required for this position. This educational background should ideally be complemented by practical experience in telecommunications, electronic engineering, or related fields, particularly in international communications projects.

Experience:
The position requires a minimum of 6 years of relevant professional experience, particularly in roles that involve the design and implementation of communications networks. Candidates should have previous international work experience and a proven track record in drafting and editing communications materials. Experience in strategic communication and thematic analysis is also essential, as is the ability to manage and supervise teams effectively.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Additionally, working knowledge of Russian and/or Tajik languages is desirable, as it would enhance communication within the local context and with various stakeholders.

This position is classified as a Senior Professional level and is offered on a full-time basis under an international secondment contract.
