Job Overview: The Liaison & Information Management Officer (LIMO) position is integrated into the Deployment Unit of the Atlas Logistique Division and reports directly to the UNDAC Operations Manager. The LIMO plays a crucial role in enhancing the effectiveness of the Atlas-HI within the humanitarian network, particularly during emergencies. This role involves maintaining communication and coordination among various stakeholders, both internally within HI and externally within the humanitarian sector. The LIMO is responsible for developing systematic data collection processes, enhancing data visualization and reporting, and establishing protocols for data validation. Additionally, the LIMO will contribute to the design and execution of training programs aimed at improving technical skills and decision-making abilities in high-pressure situations. The position also involves advocating for changes in humanitarian logistics through the UNDAC network, promoting collaboration among various organizations, and supporting the design and implementation of emergency response training programs.
Duties and Responsibilities:
Liaison and Network Management: Communicate and coordinate effectively within HI-Atlas and with external humanitarian organizations to ensure smooth operations and collaboration. Build and maintain relationships with partners and stakeholders to enhance humanitarian access to affected communities. Represent the organization at external events and meetings.
Information Management on Assessment & Analysis: Develop data collection processes for humanitarian logistics operations, enhance data visualization, and consolidate key information from various sources. Establish data validation protocols and act as a central point for information sharing among stakeholders.
Learning Pathways & Atlas Roster Standards: Identify skill gaps within the Atlas Roster team and develop structured learning paths. Contribute to training scenarios that enhance technical skills and decision-making abilities.
Advocacy on Humanitarian Logistics Change: Advocate for a logistics resources mutualization framework and comprehensive logistics preparedness strategies through the UNDAC network.
Support the Design & Implementation of ALERT-EOC: Contribute to the design of the ALERT-EOC concept and ensure that information management challenges are included in the learning objectives of the training program.
Required Qualifications: Candidates must possess certifications in data management or information systems tools, such as GIS or database management software. Previous experience in training staff and partners in information management practices is essential. Candidates should have a strong understanding of databases and information systems, as well as familiarity with e-learning platforms. Proficiency in data collection, analysis, and presentation is required. Candidates should be adaptable to new situations and maintain effectiveness under pressure. A sense of humor is valued to foster a positive work environment.
Educational Background: A relevant educational background in information management, data science, humanitarian logistics, or a related field is required. Advanced degrees may be preferred, depending on the specific requirements of the role.
Experience: Candidates should have substantial experience in information management within humanitarian contexts, particularly in crisis response situations. Experience in building and maintaining relationships with various stakeholders, including government agencies, UN organizations, NGOs, and donors, is crucial. Previous roles should demonstrate the ability to utilize information management systems effectively to support decision-making and resource allocation during emergencies.
Languages: Fluency in both English and French is mandatory for this position. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is a 15-month fixed-term contract (CDD) ideally starting from October 2025, based in Lyon. The working hours are set at 39 hours per week, with 22.5 days of work time reduction (RTT) annually, in addition to 5 weeks of annual leave. The employer covers 50% of the cost of a transport season ticket. Additional benefits include luncheon vouchers, health insurance, and a teleworking charter.
