Job Overview:
The Emergency Preparedness Manager will work under the supervision of the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director for Emergencies, contributing to the development of the emergency preparedness strategy in alignment with the overall Emergency Response and Recovery Unit (ERRU) strategy. This role requires proactive engagement in humanitarian emergency preparedness, ensuring that the organization is well-equipped to respond effectively to crises. The manager will lead the Emergency Preparedness team and collaborate with various stakeholders to enhance the organization's readiness for emergencies. This position involves strategic direction for the Emergency Unit and fostering inter-team collaboration to ensure continuous improvement in emergency management practices at ACF. The manager will also oversee the implementation and evaluation of field operations during emergencies that require the deployment of senior profiles and represent the organization in technical forums as necessary.

Duties and Responsibilities:
  • Lead the Emergency Preparedness initiatives in collaboration with other ERRU activities and support teams.
  • Manage the Emergency Preparedness team, which includes two Emergency Coordinators, and provide guidance and support based on funded projects.
  • Supervise the Emergency Preparedness work and provide regular and proactive technical support to Country Offices.
  • Contribute to the strategic direction of the Emergency Unit and ensure effective collaboration among teams to enhance emergency preparedness and response management.
  • Implement and evaluate field operations during emergencies, ensuring the deployment of senior profiles as needed.
  • Represent the organization in technical forums and contribute to discussions on emergency preparedness and response.
  • Develop and maintain relationships with key stakeholders, including donors, clusters, and technical partners.

Required Qualifications:
Candidates must hold a Master's degree in international relations, public health, crisis management, humanitarian action, or a related field. A minimum of 7 years of humanitarian experience is required, with at least 5 years in emergency coordination/program management and multicultural team management. Proven experience in emergency preparedness and response, as well as change management, is essential. Experience with Action contre la Faim is considered an asset. Strong skills in business development and fundraising are necessary, along with the ability to represent the organization internally and externally. Candidates should possess strategic leadership and coordination skills to manage and develop teams effectively in uncertain environments.

Educational Background:
A Master's degree in relevant fields such as international relations, public health, crisis management, or humanitarian action is required for this position. This educational background is crucial for understanding the complexities of humanitarian emergencies and the necessary response strategies.

Experience:
The position requires at least 7 years of experience in the humanitarian sector, with a strong emphasis on emergency coordination and program management. Candidates should have a minimum of 5 years of experience managing multicultural teams and demonstrated expertise in emergency preparedness and response. Experience in leading change initiatives within organizations is also highly valued.

Languages:
Fluency in both French and English, both spoken and written, is mandatory for this role. Proficiency in additional languages such as Spanish, Portuguese, and/or Arabic is considered a valuable asset, enhancing the candidate's ability to communicate effectively in diverse contexts.

Additional Notes:
This is a full-time position classified as a cadre autonomous (executive level) with a fixed-term contract lasting 6.5 months, from November 3, 2025, to May 15, 2026, to cover maternity leave. The position is based in Montreuil (Seine-Saint-Denis), France. The salary ranges from €47,000 to €56,000 gross annually, depending on experience. Employees are entitled to 25 days of paid leave per year and 19 days of RTT (reduced working time). Health coverage and insurance are provided, with 80% of costs covered by ACF. There are also provisions for salary maintenance during illness, maternity, and paternity leave. Transportation costs are partially reimbursed, and meal vouchers are provided. Telecommuting is available for all employees within metropolitan territory, with mandatory in-office presence required for one day per month and up to three days per month for collective meetings and events. New team members must also attend two days of mandatory presence during their onboarding. Employees have unlimited and free access to the e-learning platform Talentsoft for professional development.
