Job Overview:
The Legislation Specialist will play a crucial role in the project titled 'Mitigating the risks of long-term environmental disasters in Ukraine through the establishment of a Coordination Centre on Environmental Damage Assessment.' This position is designed to provide legal assistance in the area of environmental damage, particularly focusing on the impacts of military aggression on the environment. The specialist will be responsible for conducting research and developing relevant legislation that addresses environmental protection and damage assessment. This role requires a deep understanding of law" style="border-bottom: 1px dotted #007bff !important;">environmental law and the ability to analyze and recommend best practices based on international experiences. The specialist will also support the project in ensuring that legal frameworks are in place to facilitate the compensation for environmental damages caused by military actions, thereby contributing to the overall goal of sustainable environmental governance in Ukraine.

Duties and Responsibilities:
The Legislation Specialist will undertake a variety of tasks, including but not limited to: assisting in the research and development of legislation related to environmental protection; identifying reliable solutions for evidence admissibility in legal contexts; analyzing international practices regarding environmental damage liability; providing legal advice to the State Environmental Inspectorate; preparing analytical papers as requested; organizing and participating in meetings, conferences, and training sessions; collaborating with team members and partner organizations to ensure effective communication and project delivery; and reporting on project progress and challenges to the Project Manager. The specialist will ensure that all legal services are provided in a timely manner to meet the project's needs and will perform additional duties as required by UNDP management.

Required Qualifications:
Candidates must possess a strong background in environmental law, with a focus on legislation related to environmental damage and protection. They should have excellent analytical skills, the ability to conduct thorough legal research, and experience in drafting legal documents. Strong communication skills are essential for effective collaboration with various stakeholders, including government agencies, law enforcement, and civil society organizations. The ideal candidate should demonstrate adaptability, professionalism, and a commitment to the principles of sustainable development and human rights.

Educational Background:
A degree in law, preferably with a specialization in environmental law or a related field, is required for this position. Advanced degrees or certifications in environmental policy, international law, or related disciplines will be considered an asset. Candidates should have a solid understanding of both national and international legal frameworks governing environmental protection and damage assessment.

Experience:
The position requires a minimum of 3-5 years of relevant professional experience in legal practice, particularly in the field of environmental law. Experience working with governmental or international organizations, especially in contexts related to environmental governance, disaster management, or post-conflict recovery, is highly desirable. Familiarity with the legal implications of military actions on the environment will be an advantage.

Languages:
Fluency in Ukrainian and English is mandatory for this position. Proficiency in additional languages, particularly Russian, would be considered a valuable asset, as it may facilitate communication with various stakeholders involved in the project.

Additional Notes:
This is a national UN Volunteer assignment, and the selected candidate will be responsible for organizing their own accommodation. The contract duration is specified in the vacancy announcement, with the possibility of extensions based on funding availability and performance. This is a full-time position, and the volunteer will receive a monthly Volunteer Living Allowance (VLA) of USD 1587 to cover living expenses. Additional allowances include a one-time entry lump sum of USD 400 and an exit allowance of USD 101.78 for each month served. Medical and life insurance coverage will be provided for the duration of the assignment, along with annual leave entitlements and sick leave provisions.
