In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Coordination Specialist will play a crucial role in coordinating the Ending Violence against Women and Girls (EVAWG) pillar under the Gender Equality Accelerator Joint Programme. This position involves managing the Women’s Economic Empowerment (WEE) pillar, ensuring the effective implementation, monitoring, and reporting of results and impacts. The specialist will work closely with various teams, including programme and operations, Participating UN Organizations (PUNOs), government officials, and civil society, to ensure successful program implementation. The role requires strong leadership and coordination skills to align UN Women’s programs with national priorities and international frameworks, such as CEDAW and the 2030 Agenda. The specialist will also be responsible for developing programmatic proposals, managing resources, and fostering partnerships to advance gender equality in Bosnia and Herzegovina.

Duties and Responsibilities:
  • Overall management and coordination of programmatic work on Ending Violence against Women and Girls, including designing and formulating program proposals, managing technical implementation, and coordinating work plans.
  • Contributing to inter-agency coordination on EVAWG, providing technical support, and ensuring coherence in joint programs.
  • Guiding coordination with national partners, supporting implementation, and identifying capacity-building needs.
  • Coordinating monitoring and reporting on EVAWG programs, compiling necessary information, and writing reports.
  • Managing financial resources, supervising personnel, and overseeing budget preparation and expenditure tracking.
  • Building partnerships and supporting resource mobilization strategies, identifying areas of cooperation.
  • Advocating for knowledge building and management, ensuring documentation of program processes, and organizing advocacy campaigns and events.
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or related fields. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an advantage. Candidates should demonstrate strong program formulation, implementation, monitoring, and evaluation skills, as well as budget and finance skills. Knowledge of Results Based Management and the ability to synthesize program performance data for strategic decision-making are essential.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, human rights, gender equality, management, or social sciences. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. A project/programme management certification is a plus, enhancing the candidate's qualifications for the role.

Experience:
At least 5 years of progressively responsible experience in managing complex and multi-component program interventions with national partners is required. Experience in program coordination, implementation, monitoring, and evaluation is essential, particularly in relation to ending violence against women and girls. Candidates should have demonstrated experience in liaising with government agencies, civil society organizations, and donors, as well as experience working within the UN System and implementing joint programs, which is considered an asset.

Languages:
Fluency in English is required, along with fluency in Bosnian/Croatian/Serbian. Proficiency in these languages is essential for effective communication and collaboration within the role.

The position involves direct functional oversight and management of a team of 4 personnel supporting the Gender Equality Accelerator implementation.
