Job Overview: The National Professional Officer position is situated within the Planning, Monitoring and Evaluation Unit (PMEU) of the Policy and Planning Section (PPS) in the Office of Head of Mission (OHoM) programme. The PMEU is responsible for coordinating planning processes, monitoring and evaluation, and ensuring effective implementation of the Mission's programmatic activities. The successful candidate will play a crucial role in supporting the Unit's objectives by providing expert assistance in mission planning, development of documents, results-based management processes, and internal capacity-building. The position requires a proactive approach to enhance the effectiveness and efficiency of planning processes, ensuring alignment with the Mission's strategic goals and priorities. The officer will also be involved in producing performance-based budget documents and coordinating project planning in collaboration with senior staff and program managers.
Duties and Responsibilities: The successful candidate will be responsible for coordinating planning processes for all programmatic elements of the mission, including long-term and annual plans. This involves providing technical assistance and advice to senior management and program managers, maintaining and adjusting the Mission's planning Gantt chart, and organizing strategic planning exercises. The officer will assess planning processes to enhance their effectiveness, coordinate inputs from programmatic sections, and produce consolidated documents. Additionally, the role includes coordinating the production of performance-based budget documents, reviewing and consolidating inputs, and providing guidance to senior management. The officer will also support the planning of ExB projects, assist in donor mapping and fundraising strategies, analyze project implementation, and develop guidelines for planning processes. Furthermore, the officer will support monitoring and evaluation functions within the PMEU and the Mission, including reviewing monitoring reports and managing evaluations.
Required Qualifications: Candidates must possess a first-level university degree in business or public administration, programme management, project management, or a related field. A specialization in international development or project management is preferred. A minimum of two years of relevant professional experience in supporting programme and project management is required, preferably within an international organization. Alternatively, candidates with a minimum of six years of relevant work experience may be considered in lieu of the degree. A solid understanding of project management methodology, particularly results-based planning, is essential, along with proven experience in project proposal writing for donor funding. Candidates should also have a good understanding of the Mission's thematic areas, such as security cooperation and human rights, and be computer literate with practical experience in Microsoft applications.
Educational Background: The educational requirement for this position is a first-level university degree, which can be in business administration, public administration, programme management, project management, or a related field. Candidates with a specialization in international development or project management will be given preference. The educational background should provide a solid foundation for understanding the complexities of project management and international development.
Experience: The position requires a minimum of two years of relevant professional experience in programme and project management. Candidates with a minimum of six years of relevant work experience may be considered if they do not hold the required degree. Experience in an international organization is highly desirable, as it provides insight into the operational dynamics and challenges faced in international development contexts. Familiarity with project management methodologies and practices is crucial for success in this role.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages, particularly those relevant to the region, would be considered an asset but is not mandatory. The ability to communicate effectively with diverse stakeholders is essential for this position.
Additional Notes: This position is a fixed-term contract at the National Professional level (NP1) and is open only to citizens and permanent residents of Bosnia and Herzegovina. The monthly remuneration is 3,379.75 BAM, subject to social security deductions, and includes participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases.
