Job Overview:
The Senior Field Security Assistant plays a crucial role in the Safety and Security Section of UNSOS, reporting directly to the Chief Security Officer. This position is vital for maintaining security operations and ensuring the safety of UN personnel and assets in Somalia. The incumbent is expected to supervise the security office's activities, prepare budgets, and support the Chief Security Officer in maintaining communication with security focal points across various agencies. The role involves analyzing security-related information, developing contingency plans, and providing training on personal security awareness. The Senior Field Security Assistant must also liaise with local authorities to assess security conditions and advise staff on potential threats, ensuring a proactive approach to security management.

Duties and Responsibilities:
The Senior Field Security Assistant will be responsible for a wide range of duties, including:
  • Supervising the security office's operations and budget preparation.
  • Supporting the Chief Security Officer in maintaining communication with security focal points across agencies.
  • Analyzing security information and providing input to the UN Security Management Team.
  • Developing security contingency plans and conducting training sessions.
  • Liaising with local authorities to assess security conditions and advising staff on potential threats.
  • Reviewing investigation reports related to incidents involving staff and ensuring timely responses.
  • Ensuring the availability of fire detection devices and conducting fire drills.
  • Evaluating evacuation routes and resources for emergencies.
  • Checking emergency communication systems and arranging repairs as needed. 1
  • Submitting periodic reports to the DSS Security Incident Reporting System. 1
  • Drafting analytical reports and assessments. 1
  • Performing any other related duties as required.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Training in specialized security practices is desirable, along with a valid driver's license and a certificate of safe driving record. The position requires ten years of experience in security operations, with a reduction to eight years for candidates holding a first-level university degree or higher. Knowledge of UN security rules, regulations, and procedures, including fire safety and first aid, is also desirable.

Educational Background:
A high school diploma or equivalent is required for this position. Additional training in specialized security practices is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The position requires a minimum of ten years of experience in security operations, particularly within national or UN security frameworks. Candidates with a first-level university degree or higher may qualify with eight years of relevant experience. Experience in analyzing security, crime, political, or military trends is desirable, as is familiarity with data processing.

Languages:
Fluency in English and Somali is required for this position, both in oral and written forms. Candidates should demonstrate a rating of 'fluent' in all four areas of language proficiency (reading, writing, speaking, understanding). Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat.

This position is initially funded for one year, with the possibility of extension subject to budgetary approval. It is subject to local recruitment, meaning that candidates must be recruited within the country or commuting distance, regardless of nationality.
