Job Overview:
The National Officer on Human Rights and Gender Equality will work under the direct supervision of the Human Dimension Officer. This role is crucial for enhancing security in the human dimension and promoting non-discrimination in Moldova. The incumbent will be responsible for providing expert advice on human rights, gender-based violence, and gender equality, conducting research and analysis, and preparing written memoranda and recommendations on legal and policy matters. The position also involves serving as a project officer, developing and implementing projects related to human rights and gender equality, and maintaining contacts with governmental officials and civil society organizations. The officer will play a key role in proposing activities and projects that further the reform of these fields in Moldova, ensuring that the mission's objectives are met effectively.

Duties and Responsibilities:
The duties and responsibilities of the National Officer include:
  • Providing expert advice on human rights, gender-based violence, and gender equality, including conducting research and analysis, and preparing written memoranda and recommendations.
  • Serving as a project officer for the development, implementation, monitoring, and supervision of projects related to human rights and gender equality.
  • Proposing activities and projects to enhance the reform of human rights and gender equality in Moldova.
  • Conducting meetings with potential implementing partners and stakeholders to facilitate project implementation.
  • Preparing Terms of Reference for experts and events, and coordinating procurement issues with the Fund Administration Unit.
  • Reviewing narrative reports from partners and maintaining contacts with relevant authorities and civil society representatives.
  • Preparing and finalizing minutes of technical coordination meetings related to human rights and gender equality.
  • Performing other duties as required to support the mission's objectives.

Required Qualifications:
The position requires a university degree in law, political science, human rights, social science, gender studies, or related fields. Candidates must have a minimum of two years of relevant professional experience, demonstrating a strong understanding of human rights and gender issues. Proficiency in Microsoft applications is essential, along with a valid driving license. Candidates should possess excellent written and spoken communication skills in English, Romanian, and Russian. Additionally, candidates must demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities. The ability to work collaboratively in a diverse team environment is also crucial, along with maintaining impartiality and objectivity in all interactions.

Educational Background:
Candidates must hold a Bachelor's degree (first-level university degree or equivalent) in a relevant field such as law, political science, human rights, social science, or gender studies. This educational background is essential for understanding the complexities of human rights and gender equality issues, as well as for effectively contributing to the mission's objectives.

Experience:
A minimum of two years of relevant professional experience is required for this position. This experience should ideally include work in human rights, gender equality, or related fields, demonstrating the candidate's ability to engage with complex issues and contribute to project development and implementation. Experience in conducting research, analysis, and providing policy recommendations is also highly valued.

Languages:
The mandatory languages for this position are English, Romanian, and Russian. Candidates must possess excellent written and spoken communication skills in these languages to effectively engage with stakeholders and prepare necessary documentation. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The position is a full-time, fixed-term contract with a monthly remuneration of EUR 1,664.00, subject to social security deductions. OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
