Job Overview: The Senior Operations Officer position is crucial for the implementation of the ILO's 'Better Regional Migration Management' (BRMM) Project, which is funded by the UK Government's Foreign Commonwealth and Development Office (FCDO). This role involves overseeing the operational aspects of the project, which aims to enhance the capacity of East African countries to manage labor migration effectively. The officer will be responsible for ensuring that the project’s objectives are met through efficient operational services, including finance, administration, procurement, and asset management. The incumbent will work closely with various stakeholders, including UN agencies and NGOs, to facilitate the successful execution of the project’s initiatives. The position requires a high degree of independence and the ability to manage multiple operational areas while ensuring compliance with established rules and regulations. The Senior Operations Officer will also contribute to the development of work methods and procedures to enhance service delivery.
Duties and Responsibilities: The Senior Operations Officer will have a comprehensive set of responsibilities, including:
Providing professional services in the design and delivery of operational services, particularly in finance and administration.
Overseeing procurement, facilities management, asset management, security" style="border-bottom: 1px dotted #007bff !important;">security, and transport services.
Assessing operational and staffing needs and contributing to the project’s workplan and budget proposals.
Supervising and guiding staff in operational areas, conducting training, and providing briefings to new staff.
Managing financial operations, including accounts payable and receivable, payment approvals, and financial reporting.
Preparing annual procurement plans and overseeing the procurement process, ensuring compliance with standards.
Conducting research and analysis on operational subjects and preparing analytical reports for project monitoring.
Following up on audit recommendations and drafting responses to audit inquiries.
Performing other relevant duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a university degree (bachelor’s or equivalent) in a field relevant to the job. They should have a minimum of three years of professional experience in administrative or operational roles, particularly in finance. Experience with enterprise resource planning (ERP) systems is essential. Candidates should demonstrate good knowledge of financial principles, project management, and UN Common System policies. Strong analytical skills, drafting abilities, and interpersonal skills are also required, along with the capacity to work in a multicultural environment and manage competing priorities.
Educational Background: A university degree (bachelor’s or equivalent) in a relevant field is required for this position. This educational background should provide a solid foundation in administrative and operational principles, particularly in finance and project management.
Experience: The position requires a minimum of three years of professional work experience in administrative or operational areas, with a strong emphasis on finance.
