Job Overview:
The position of Technical Consultant for Indigenous Refugees and Migrants involves providing essential technical support to the Ministry of Indigenous Peoples (MPI) in Brazil. The consultant will focus on the development of the National Strategy for Indigenous Refugees and Migrants, which aims to address the needs and rights of Indigenous individuals who have been displaced due to various crises, particularly the ongoing situation in Venezuela. The consultant will engage in activities such as conducting desk reviews, systematizing data, mapping good practices, and facilitating consultations with Indigenous leaders and stakeholders. This role is crucial in ensuring that public policies are culturally sensitive and effectively respond to the challenges faced by Indigenous refugees and migrants. The consultant will work closely with both MPI and UNHCR, ensuring that the strategies developed are informed by evidence and community input.

Duties and Responsibilities:
The consultant will be responsible for a range of activities, including: conducting a comprehensive desk review on public policies related to Indigenous rights and forced displacement, with a deadline for the work plan and report by October 15, 2025; systematizing secondary data on Indigenous refugees and migrants in Brazil, with a report due by December 1, 2025; mapping good practices and case studies, particularly in the Legal Amazon, with a report due by January 1, 2026; facilitating consultations and participatory workshops with Indigenous leaders and civil society to gather inputs for the National Strategy, with a consolidated report due by February 25, 2026; and producing technical reports that include strategic inputs and recommendations, culminating in a draft of the National Strategy for Indigenous Refugees and Migrants by March 14, 202
  • The consultant will maintain dual reporting lines to both MPI and UNHCR, ensuring accountability and collaboration throughout the project.

Required Qualifications:
Candidates must possess a Bachelor's degree in Anthropology, Social Sciences, International Relations, Law, Public Policy, or a related field from an accredited institution. Additionally, a minimum of three years of professional experience in areas related to Indigenous Peoples, migration, refugees, protection, or asylum is required. Desirable qualifications include experience working with Indigenous communities, involvement in public policy design or strategic planning, knowledge of social protection systems and Indigenous rights legislation, and strong technical writing skills. Previous experience with Indigenous refugees and migrants is considered an advantage.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as Anthropology, Social Sciences, International Relations, Law, or Public Policy. This educational foundation is essential for understanding the complexities of Indigenous rights, migration issues, and public policy frameworks that affect Indigenous populations.

Experience:
The position requires a minimum of three years of relevant professional experience. This experience should encompass work related to Indigenous Peoples, migration, refugees, protection, and asylum.
