Job Overview: The Technical Specialist (Co-Finance) position is integral to the successful implementation of the PEARL project, which aims to enhance climate resilience among farmers and local communities in the Northern Tonle Sap Basin. This role involves supporting the operationalization of co-financing tracking tools, which are essential for evidence-based reporting and capacity development for project staff and operational partners. The Technical Specialist will work closely with the PEARL Technical Advisors and Specialists, as well as government counterparts, to ensure that the project meets its objectives related to climate-adapted agriculture and sustainable livelihoods. The position requires a proactive approach to identifying capacity gaps and providing technical support to enhance the quality of data collection and reporting processes, ensuring compliance with donor requirements for monitoring and evaluation (M&E) and financial reporting.
Duties and Responsibilities: The Technical Specialist (Co-Finance) will have a range of responsibilities, including: coordinating the rollout of a co-financing tracking tool (KOBO Toolbox) for real-time data collection; supporting operational partners in identifying and integrating eligible co-finance activities into operational plans; assisting project staff in preparing evidence and supporting documents for audit purposes; reviewing co-financing tracking sheets and generating reports for financial submissions; assessing capacity gaps and organizing training for operational partners; providing ongoing technical support for data collection and reporting; and collaborating with project staff to improve overall co-finance tracking and reporting processes. The role may also involve additional tasks as required by the project.
Required Qualifications: Candidates must possess a university degree in Statistics, Management, Economics, Agricultural Development, or related fields. A minimum of five years of experience in designing and implementing data collection and reporting systems in development projects is required, with a preference for experience in UN projects. Candidates should demonstrate a strong working knowledge of English (level C) and must be nationals of Cambodia. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.
Educational Background: The position requires a university degree in a relevant field such as Statistics, Management, Economics, or Agricultural Development. Candidates should have a solid educational foundation that supports their ability to design and implement data collection and reporting systems effectively.
Experience: The ideal candidate should have at least five years of relevant experience in development projects, particularly in designing and implementing data collection and reporting systems. Experience working with national and international NGOs, UN agencies, and government entities is highly desirable, especially in the context of agricultural development and climate resilience initiatives.
Languages: A strong command of English is mandatory for this position, with a proficiency level of C. Knowledge of additional languages may be considered an asset but is not explicitly required.
