Job Overview: The Operations Manager will play a crucial role in managing and coordinating various operational functions within the CRS Philippines country program, particularly focusing on the Restore Southeast Asia - Restoring Lands and Livelihoods in the Philippines (RESAP) Project. This position requires close collaboration with the CRS Country Representative and the RESAP Chief of Party. The Operations Manager will oversee logistics, procurement, administration, fleet management, staff safety and security" style="border-bottom: 1px dotted #007bff !important;">security, and audit functions, all aimed at supporting CRS's mission to serve the poor and vulnerable. The role also involves ensuring that consortium members meet their contractual deliverables and supporting other project managers to ensure successful project delivery. The Operations Manager will be responsible for promoting resource stewardship, ensuring compliance with donor requirements, and proactively identifying and mitigating risks.
Duties and Responsibilities: The Operations Manager will manage or coordinate operations functions that align with CRS standards, donor requirements, and local regulations. Key responsibilities include collaborating with programming leads to ensure appropriate project expenditures, monitoring day-to-day operations for high-quality service delivery, addressing challenges related to program assets and resources, managing security risks, and supervising staff. The role also involves providing coaching and development plans for direct reports, ensuring compliance with internal processes for expense approvals, and coordinating responses to audit issues. The Operations Manager will also be responsible for maintaining a safe learning environment, identifying capacity strengthening needs, and performing specific responsibilities related to procurement and supply chain management.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Business Administration, Finance, Accounting, or a related field, with a Master’s degree being an advantage. A minimum of 5 years of work experience in operations management, logistics, finance, or administration at a management level is required, with progressive responsibilities. Experience in operations processes for donor grant management is a plus. Proficiency in MS Office applications and budget management systems is essential. Additional education may substitute for some experience, and additional experience may substitute for some education.
Educational Background: The position requires a Bachelor’s Degree in a relevant field such as Business Administration, Finance, or Accounting. A Master’s degree is preferred and may enhance the candidate's qualifications. The educational background should provide a solid foundation for understanding operations management and financial oversight.
Experience: The ideal candidate should have at least 5 years of relevant work experience in operations management, logistics, finance, or administration. This experience should include progressive responsibilities that demonstrate the candidate's ability to manage complex operational functions and lead teams effectively. Experience with donor grant management processes is highly desirable, as it indicates familiarity with the regulatory and compliance aspects of the role.
Languages: Fluency in both written and spoken Filipino and English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the communities served by CRS in the Philippines.
Additional Notes: This position is contingent upon donor funding, and the successful candidate will be expected to travel approximately 20% of the time. The role involves supervisory responsibilities over the RESAP Procurement Officer and CRS Procurement Officer.
