Job Overview:
The Education Programme Manager will play a crucial role in developing and managing NRC's education strategy in Haiti, particularly in the context of the ongoing security crisis that has severely impacted access to education for many children and families. The manager will be responsible for the development and update of the education strategy, ensuring alignment with regional and global priorities. This includes compliance with NRC policies and guidelines, as well as the management of funding proposals, project budgets, and donor reports. The role requires overall technical management of project staff and coordination of education project implementation, ensuring that activities are conducted in line with proposals and donor requirements. The manager will also focus on capacity building for program staff, promoting the rights of internally displaced persons (IDPs) and returnees, and ensuring adherence to humanitarian principles. The position demands a proactive approach to identifying trends in education needs and funding opportunities, as well as leading the development of psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support components in collaboration with education sector partners.

Duties and Responsibilities:
The Education Programme Manager will be responsible for defining, developing, and growing NRC Haiti's education program, ensuring it remains relevant and data-driven. Specific duties include:

• Developing and updating the education strategy, technical SOPs, and guidelines in alignment with NRC's regional and global strategies.
• Managing the development of funding proposals, project budgets, and donor reports in accordance with NRC's Financial Handbook.
• Overseeing the implementation of education projects, ensuring compliance with proposals and donor requirements.
• Building the capacity of program staff through training and support, fostering a robust education project team.
• Collaborating with local and national authorities, representing NRC in relevant forums and working groups.
• Conducting needs assessments and ensuring that key learnings are integrated into program development.
• Promoting safe and inclusive programming standards within education initiatives.
• Leading advocacy efforts related to education and psychosocial support, and developing relevant tools and SOPs for program implementation.
• Ensuring effective monitoring and evaluation of education projects, including data collection and analysis.

Required Qualifications:
Candidates must possess a university degree in Educational Sciences (Pedagogy) or Social Sciences (Sociology, Anthropology, etc.), with a preference for those holding a postgraduate diploma or master's degree in related fields such as Humanitarian Affairs or Project Management. A minimum of 5 years of experience in a senior-level project implementation position within a humanitarian or recovery context is required. Candidates should demonstrate technical expertise in education, documented results related to the position's responsibilities, and knowledge of leadership skills. Fluency in both verbal and written English and French is mandatory, along with experience in facilitating training sessions.

Educational Background:
The position requires a university degree in Educational Sciences or Social Sciences, with a preference for candidates who have advanced degrees or significant experience in education, psychosocial support, or child protection. This educational background is essential to ensure that the manager can effectively lead and develop education programs that meet the needs of the affected populations in Haiti.

Experience:
Candidates should have a minimum of 5 years of experience in a senior-level project implementation role within a humanitarian or recovery context. Experience working in complex and volatile environments is crucial, as is a proven track record of managing education programs and building the capacity of teams. Familiarity with remote management and experience in start-up contexts are considered assets, as well as knowledge of SPHERE and INEE minimum standards.

Languages:
Fluency in both English and French is required for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse populations in Haiti.

Additional Notes:
The position is based in Port-au-Prince, Haiti, with a duty station salary grade of 9 on NRC's salary scale. The contract duration is 6 months, with the possibility of renewal.
