Job Overview:
The Integrity and Reporting Protection Specialist position is part of a UNDP project aimed at enhancing Ukraine's government system for crisis management and recovery. This role is crucial in ensuring sustainability, effectiveness, and transparency in crisis response, emergency coordination, and strategic planning. The specialist will work closely with the National Agency on Corruption Prevention (NACP) to strengthen the reporting protection ecosystem in Ukraine. This involves conducting research, outreach, and capacity-building activities to create a safe and supportive environment for whistleblowers. The specialist will be expected to evaluate existing reporting protection mechanisms, develop frameworks for anti-corruption strategies, and engage with various stakeholders to promote interinstitutional cooperation and effective implementation of reporting protection measures.

Duties and Responsibilities:
The duties and responsibilities of the Integrity and Reporting Protection Specialist include evaluating the current state of reporting protection mechanisms and institutional responses in Ukraine, conducting analytical research on these mechanisms using NACP's methodology, and developing frameworks for the Anti-Corruption Strategy and the State Anti-Corruption Programme. The specialist will also support NACP in formulating practical recommendations for enhancing reporting protection policies and procedures, ensuring expert engagement in discussions about research findings, and raising awareness of reporter rights and protections. Additionally, the specialist will engage with relevant government bodies, civil society, and international partners to foster cooperation and effective implementation of reporting protection measures. Other duties may be assigned by the supervisor and UNDP Ukraine leadership as needed.

Required Qualifications:
Candidates for the Integrity and Reporting Protection Specialist position should possess a strong understanding of corruption reporting systems and protection mechanisms. They should demonstrate expertise in research methodologies and have a proven track record in strengthening institutional collaboration. The role requires excellent analytical skills, the ability to engage with diverse stakeholders, and a commitment to promoting integrity and transparency in governance. Candidates should also exhibit strong communication skills, both written and verbal, to effectively convey complex information to various audiences.

Educational Background:
A relevant educational background is essential for this position. Candidates should ideally hold a degree in law, public administration, social sciences, or a related field. Advanced degrees or specialized training in anti-corruption, governance, or public policy would be advantageous and demonstrate a deeper understanding of the complexities involved in reporting protection and integrity issues.

Experience:
The position requires candidates to have substantial experience in the field of anti-corruption, governance, or public policy. A minimum of 5 years of relevant professional experience is typically expected, with a focus on developing and implementing reporting protection systems or similar initiatives. Experience working with governmental and non-governmental organizations, as well as international agencies, will be highly regarded. Candidates should also have a demonstrated ability to work in a multicultural environment and manage relationships with various stakeholders effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNDP and for reporting purposes. Proficiency in Ukrainian is also essential, given the local context and the need to engage with national stakeholders. Knowledge of additional languages, particularly Russian, would be considered an asset and could enhance communication with a broader range of stakeholders.

Additional Notes:
This position is a national UN Volunteer assignment, which means that the selected candidate will be responsible for organizing their own accommodation. The contract is full-time and lasts for the period indicated in the vacancy, with the possibility of extensions based on funding availability, operational necessity, and satisfactory performance. The monthly Volunteer Living Allowance (VLA) is USD 1587, which is intended to cover housing, utilities, and living expenses. Additionally, a one-time entry lump sum of USD 400 will be provided. Medical and life insurance coverage is included for the duration of the assignment, and various leave entitlements are available, including annual leave, learning leave, and sick leave.
