Job Overview:
The Human Resources Officer position is situated within the Human Resources Management Service (HRMS) of UNON, specifically reporting to the Chief of the Staff Benefits & Entitlement Section (SBE). The role is crucial in managing and administering staff entitlements and benefits, ensuring compliance with UN policies and regulations. The officer will act as a focal point for various UN entities, facilitating communication and collaboration to enhance service delivery. The position requires a proactive approach to advising staff and managers on HR-related matters, ensuring that all HR administrative transactions are processed efficiently. The officer will also be involved in analyzing HR data to support decision-making and improve HR processes, contributing to the overall effectiveness of the HRMS.

Duties and Responsibilities:
The Human Resources Officer will be responsible for a wide range of duties, including:
  • Acting as the primary contact for staff benefits and entitlements, coordinating with various UN offices to ensure effective service delivery.
  • Providing expert advice on the interpretation and application of HR policies, regulations, and rules, including salary and benefits administration.
  • Reviewing and recommending changes to HR policies and procedures to enhance operational efficiency.
  • Advising HR assistants on onboarding processes and staff entitlements, ensuring compliance with UN standards.
  • Supervising HR assistants in executing administrative transactions, maintaining staffing tables, and processing contracts.
  • Preparing special reports and leading HR projects aimed at improving service delivery.
  • Analyzing HR data to identify trends and provide insights for decision-making.
  • Advising staff on their rights and responsibilities, as well as addressing any issues related to work and entitlements.
  • Performing other related duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a strong understanding of human resources policies and practices, with the ability to apply them effectively in an organizational context. The role requires analytical skills to interpret data and support decision-making processes. The ideal candidate should demonstrate professionalism, effective communication skills, and a client-oriented approach. The ability to work collaboratively with diverse teams and maintain productive relationships with clients is essential. Candidates should also exhibit a commitment to gender equality and inclusivity in the workplace.

Educational Background:
An advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, indicating a strong foundation in data-driven decision-making.

Experience:
A minimum of five years of relevant experience in human resources and personnel administration is required, with at least three years at the international level. Experience in administering entitlements and benefits for geographically dispersed staff members is desirable. Familiarity with Enterprise Resources Planning (ERP) systems and experience in analyzing HR data and preparing reports for targeted audiences are also preferred qualifications.

Languages:
Fluency in English is mandatory for this position, as it is one of the working languages of the UN Secretariat. Knowledge of another UN official language, such as French, is desirable and would enhance the candidate's profile. Fluency is defined as a rating of 'fluent' in all four areas: speaking, reading, writing, and understanding, while knowledge is rated as 'confident' in two of the four areas.
