Job Overview: The Human Resources Officer (P) will be responsible for managing the Human Resources functions of IOM Syria Country Office (CO). This role involves overseeing the HR management function, advising on HR policies, and ensuring compliance with organizational standards. The officer will supervise HR staff, manage personnel files, and maintain HR tracking systems. The position requires collaboration with various IOM offices and external partners, ensuring effective HR administration, payroll management, and implementation of HR policies. The officer will also play a key role in talent management, performance appraisal, and staff development, ensuring that the CO's HR processes align with organizational goals and standards.
Duties and Responsibilities: The Human Resources Officer will oversee the HR management function, including the administration of contracts and personnel actions, maintaining digital personnel files, and ensuring accurate payroll processing. The officer will advise on staffing issues, implement HR policies, and manage the contractual situation of local staff. Responsibilities include liaising with HQ and external partners, monitoring compliance with performance appraisal systems, and coordinating staff development and training initiatives. The officer will also assist in preparing administrative reports, implementing internal controls, and addressing grievances and disciplinary matters. Additional duties may include attending external meetings and leading special HR projects as required.
Required Qualifications: Candidates must possess a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field, with five years of relevant professional experience. Alternatively, a University degree in the above fields with seven years of relevant experience is acceptable. Experience in administration, talent acquisition, and HR guidelines development is essential. Familiarity with the UN common system or similar systems is advantageous, as is previous experience in emergency and developing countries.
Educational Background: The educational background required for this position includes a Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited institution. Candidates with a University degree in the same fields must have additional years of relevant professional experience to qualify. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized education that meets international standards.
Experience: The position requires significant experience in human resources management, including administration, talent acquisition, and the interpretation and implementation of staff rules and regulations. Candidates should have a proven track record of working in international organizations, with experience in emergency and developing countries being a distinct advantage. Familiarity with the UN common system or similar frameworks will be beneficial for candidates applying for this role.
Languages: Fluency in English is mandatory for this position, both oral and written. A working knowledge of Arabic is highly desirable, and proficiency in another UN language (such as French, Spanish, Chinese, or Russian) is considered an advantage. Additional Notes: The contract type for this position is Special Short Term, lasting up to 9 months, with an initial duration of 6 months and the possibility of extension. The position is classified at the P-3 grade level, indicating a professional level of responsibility. The recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
