Job Overview: The Procurement Officer position is crucial for providing administrative support in managing various procurement and contracting processes for goods, services, and works within the Business Unit. Reporting directly to the Procurement Manager and guided by the Head of Support Services, the officer will implement operational procurement strategies, manage procurement processes, and facilitate knowledge sharing. The role requires a proactive approach to ensure compliance with UNOPS regulations and effective internal controls, while also focusing on sustainability in procurement practices. The officer will be responsible for the entire procurement cycle, from strategy and planning to contract management, ensuring timely and efficient delivery of services that meet the needs of UNOPS' programs.
Duties and Responsibilities:
Implement operational procurement strategies, ensuring compliance with UNOPS rules and regulations, and establishing a client-oriented procurement management system.
Support various steps of the procurement process, including strategy and planning, requirements definition, sourcing, solicitation, evaluation, and contract management.
Provide technical support and guidance to procurement processes, ensuring timely preparation and monitoring of procurement plans.
Organize RFQs, ITBs, or RFPs, and manage the evaluation and negotiation of contracts in compliance with UNOPS regulations.
Monitor contractor performance and ensure compliance with contractual terms.
Draft Long Term Agreements (LTAs) and service contracts as necessary.
Develop and manage supplier rosters and conduct market research to identify potential suppliers.
Facilitate training and knowledge sharing initiatives related to procurement topics, contributing to knowledge networks and best practices.
Required Qualifications: Candidates must possess a first-level university degree (Bachelor’s degree) or equivalent in fields such as Procurement, Supply Chain Management, Law, Commerce, Business Administration, Public Administration, Finance, or Economics. An advanced degree in these areas is an advantage, as is certification from the Chartered Institute of Supply and Management (CIPS) or similar international certification. Candidates should have a minimum of two years of experience in procurement or supply chain management, proficiency in office software (Google Suite), and experience working with stakeholders in developing countries. Knowledge of UN procurement rules is a distinct advantage.
Educational Background: A first-level university degree (Bachelor’s degree) in relevant fields is required, with an advanced degree being a distinct advantage. Certification from recognized procurement bodies is also beneficial.
Experience: A minimum of two years of experience in procurement and/or supply chain management is required. Experience with office software and working with diverse stakeholders in developing countries is desirable, along with familiarity with enterprise systems like OneUNOPS.
Languages: Fluency in English is mandatory. Knowledge of another official UNOPS language is considered an asset.
Additional Notes: The position is a Local Individual Contractor Agreement (LICA) on a home-based retainer basis, classified as a Local ICA Specialist - 8 (ICS 8). The contract duration is open-ended, subject to organizational needs and satisfactory performance. The retainer contract specifies a unit price per day worked, with no minimum guaranteed payment. Candidates must complete mandatory courses before starting work, and UNOPS reserves the right to appoint at a lower level if necessary. Background checks are conducted for all potential personnel.
