Job Overview: The position of Category B Consultant is integral to the IOM's project titled 'Strengthening Regular Pathways through the Improvement of the Visa Issuance Framework in the Republic of Armenia.' This two-year project focuses on enhancing the capacity of the Armenian Migration and Citizenship Service (MCS) to process e-visa applications efficiently. The consultant will be responsible for analyzing and optimizing the e-visa issuance workflows through a comprehensive process mapping exercise. This role requires collaboration with various state bodies, including the National security" style="border-bottom: 1px dotted #007bff !important;">Security Service and the Ministry of Foreign Affairs, to ensure that the visa issuance process is streamlined and meets international standards. The consultant will also develop standard operating procedures (SoPs) for the MCS e-visa unit, ensuring that these procedures are gender-sensitive and incorporate best practices in visa processing.
Duties and Responsibilities: The consultant will undertake several key tasks under the supervision of the Head of Office in IOM Armenia and the Programme Officer. These tasks include:
Conducting a thorough analysis of the existing e-visa system processes through a desk review and on-site analysis, identifying strengths and weaknesses in the current workflows.
Performing a process mapping exercise to create a detailed overview of the operational landscape related to e-visa issuance.
Collaborating with MCS and other stakeholders to present an optimized process design that aligns with existing legislation and identifies necessary amendments.
Developing standard operating procedures (SoPs) for the MCS e-visa unit, ensuring clarity and consistency in the assessment and management of visa applications.
Consulting with relevant stakeholders to incorporate best practices, gender considerations, and data protection principles into the SoPs. The consultant will also be responsible for drafting reports outlining the results of the process mapping exercise and recommendations for improvement.
Required Qualifications: Candidates must possess an advanced university degree in a relevant field. Additionally, they should have at least 5 years of proven experience in business analysis, process management, or public administration. Experience in analyzing and optimizing business processes, particularly within public institutions, is essential. Previous work with migration management or related issues at national or local levels will be considered an advantage. Familiarity with developing standard operating procedures for public institutions is also required. The ability to establish effective working relationships with diverse individuals and maintain impartiality is crucial for this role.
Educational Background: An advanced university degree in a relevant field is required for this position. This educational background should ideally be complemented by specialized training or certifications in business analysis, process management, or public administration, which would enhance the candidate's ability to perform the required tasks effectively.
Experience: The consultant is expected to have a minimum of 5 years of relevant experience, particularly in business analysis, process management, or public administration. Experience in the analysis and optimization of business processes, especially in the context of public administration, is crucial. Previous involvement in developing standard operating procedures for public institutions will be highly regarded. Experience working with migration management or related issues at either the national or local level is considered advantageous, as is experience with international organizations and UN agencies.
Languages: Fluency in English, both oral and written, is mandatory for this position. Knowledge of Armenian or Russian is desirable, as it would facilitate communication with local stakeholders. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: The consultancy position does not require travel. Candidates should be aware that any offer made is subject to funding confirmation. The appointment will also depend on the candidate's medical fitness for the role, as well as verification of residency, visa, and necessary authorizations by the relevant government authorities. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, free of charge, for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents or illnesses, and consultants are responsible for their own medical insurance in such cases. IOM maintains a zero-tolerance policy regarding conduct that contradicts the organization's aims and objectives, including discrimination and harassment.
