Job Overview: The Consultant for Behaviour Change Campaign will play a pivotal role in the ELEVATE project, which aims to support durable solutions for displacement-affected communities in Armenia. This position involves the development of a national mixed-media behaviour change campaign aimed at improving financial behaviour among displaced and local populations. The consultant will work closely with IOM and various stakeholders to design a campaign that promotes financial responsibility and integrates marginalized groups into the economic fabric of Armenia. The consultant will be responsible for conducting a behavioural assessment, designing campaign materials, and ensuring that the campaign is culturally and conflict-sensitive. The role requires a strategic approach to campaign design, implementation, and evaluation, ensuring that the objectives of enhancing economic resilience and empowering marginalized groups are met effectively.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Conducting a pre-assessment to design a behavioural assessment methodology and validate it with IOM.
Developing a Monitoring and Evaluation (M&E) framework for the campaign, including baseline and endline indicators.
Engaging key stakeholders such as government entities, financial institutions, and civil society to inform the assessment.
Conducting a behavioural assessment to explore financial attitudes and motivations among displaced and host populations.
Producing a Behavioural Assessment Report summarizing findings and recommendations.
Designing campaign objectives, behavioural goals, and key messages based on assessment findings.
Creating educational and promotional materials tailored to target audiences.
Collaborating with media companies to pre-test messages and develop a detailed campaign implementation plan.
Providing technical guidance during campaign implementation and monitoring audience engagement. 1
Conducting a post-campaign evaluation and preparing a comprehensive Evaluation Report with recommendations for future initiatives.
Required Qualifications: Candidates must possess a Master’s degree or PhD in Sociology, Behavioural Economics, Social Psychology, Development Economics, Finance, or a related field. Additionally, a minimum of 5 years of research experience in social behaviour change, behavioural insights, or financial literacy programming is required. Proven experience in designing and managing research, monitoring and evaluation, and capacity building projects is essential. Candidates should demonstrate the ability to analyze quantitative and qualitative data and translate findings into actionable insights. Experience working with local and central authorities, as well as international organizations, is a distinct advantage, along with experience collaborating with media or communication agencies. Strong technical report writing skills in English for diverse audiences are also necessary.
Educational Background: The position requires a Master’s degree or PhD in relevant fields such as Sociology, Behavioural Economics, Social Psychology, Development Economics, or Finance. This advanced educational background is crucial for understanding the complexities of social behaviour and economic dynamics, which are central to the role.
Experience: The consultant must have at least 5 years of relevant experience in research related to social behaviour change, behavioural insights, or financial literacy programming. This experience should include designing and managing research projects, as well as proven capabilities in monitoring and evaluation. Familiarity with working alongside local and central authorities and international organizations is highly beneficial, as is experience in behavioural campaign design or financial inclusion programming.
Languages: Fluency in English and Armenian is mandatory, both oral and written. A working knowledge of Russian is considered an advantage, as it may facilitate communication with a broader range of stakeholders and enhance the effectiveness of the campaign.
Additional Notes: The consultant will be hired on a Category B Consultant basis, with deliverables structured into four instalments. The contract will include the submission of a Behavioural Assessment Report, a Campaign Plan, a mid-Campaign progress report, and a final Evaluation Report. The consultant is expected to adhere to IOM standards and rules, participate in regular coordination meetings, and engage in mandatory IOM security" style="border-bottom: 1px dotted #007bff !important;">security and ethical trainings.
