Job Overview: The consultant will be responsible for conducting a national situation analysis of the care economy in Armenia, focusing on both paid and unpaid care work. This analysis is part of the Women’s Economic Empowerment in the South Caucasus (WEESC) project, which aims to empower women economically and ensure their participation in decision-making. The consultant will assess existing policies, services, and infrastructure related to care, as well as the distribution of care responsibilities across different demographics. The analysis will provide a comprehensive overview of the care landscape in Armenia, identifying gaps, needs, and opportunities for strengthening the care system. The consultant will work closely with UN Women’s operational staff and report to the WEESC Project Analyst, ensuring that the analysis aligns with the goals of the RA Gender Policy Implementation Strategy for 2025–2028.
Duties and Responsibilities: The consultant's duties will include preparing an inception report outlining the methodology and work plan, conducting a comprehensive desk review of existing literature and data, mapping national laws and policies related to care, and analyzing the care economy in Armenia. The consultant will also conduct stakeholder consultations, assess the implementation of relevant laws and policies, and identify gaps and good practices. The final deliverables will include a comprehensive national care economy landscape analysis report, policy recommendations, and a summary of stakeholder feedback. The consultant will ensure that all deliverables are produced in both Armenian and English and will engage with various stakeholders, including government institutions, civil society organizations, and care service providers.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in economics, with a first-level university degree in economics accepted in lieu of the advanced degree if combined with additional professional experience. A minimum of 7 years of relevant professional experience is required for candidates with a bachelor’s degree, or 5 years for those with a master’s degree. Experience in conducting research and studies in socio-economic areas, gender equality, and women’s empowerment is essential. Proven experience in policy analysis related to gender equality and women’s empowerment, as well as experience working with government institutions, is also required. Familiarity with care work and women’s empowerment programs is considered an asset.
Educational Background: The educational background required for this position includes a Master’s degree in economics or a related field. A first-level university degree in economics may be accepted if the candidate has two additional years of qualifying professional experience. This educational foundation is crucial for understanding the complexities of the care economy and conducting effective policy analysis.
Experience: The position requires at least 7 years of relevant professional experience for candidates with a bachelor’s degree, or 5 years for those with a master’s degree. This experience should include conducting research and studies in socio-economic areas, particularly focusing on gender equality and women’s rights. Candidates should have a proven track record in policy analysis and experience working with government institutions, as well as experience in developing and managing programs related to care work and women’s empowerment.
Languages: Fluency in English and Armenian is required for this position. Proficiency in additional languages may be considered an asset, but the primary languages for communication and deliverables will be English and Armenian.
Additional Notes: This consultancy is home-based, with no travel required. The consultant will work on a contractual basis, and the deliverables will be structured around specific timelines, with payments scheduled upon completion of each deliverable. The assignment will involve collaboration with various stakeholders and will contribute to national efforts to advance gender equality and women’s economic empowerment in Armenia.
