Job Overview:
The Assistant Livelihood and Economic Inclusion Officer plays a crucial role in operationalizing the strategic vision of UNHCR to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR). This position focuses on promoting the economic inclusion of refugees, which is essential for enhancing their self-reliance and alleviating pressure on host countries. The officer will work closely with the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS) to achieve key objectives such as improving the enabling environment for refugees to work, strengthening partnerships with various stakeholders, and enhancing ongoing livelihoods programming through evidence-based approaches. The role requires a proactive individual who can identify new opportunities and mobilize support from donors and partners to implement innovative models of economic and social integration. The officer will collaborate with multi-functional teams and external stakeholders to ensure effective programming and advocacy for the rights and economic opportunities of persons of concern (PoC).

Duties and Responsibilities:
The Assistant Livelihood and Economic Inclusion Officer will be responsible for a variety of duties, including: 1) Exploring and establishing partnerships with line ministries, private sector entities, and development actors to facilitate the economic inclusion of refugees, in line with UNHCR's policies and the Global Compact on Refugees. 2) Advocating for the inclusion of UNHCR PoC in public and private sector services, such as business development, micro-finance, and social protection. 3) Collaborating with the Protection Unit to assess the legal framework regarding the right to work and recommending advocacy initiatives for policy reform. 4) Supporting information sharing and coordination among humanitarian, developmental, and governmental stakeholders through UNHCR databases. 5) Conducting assessments and impact evaluations to identify investment opportunities that enhance economic inclusion for PoC. 6) Providing technical assistance for market-based livelihoods interventions and ensuring UNHCR's strategic role in these activities. 7) Identifying and managing risks while seeking opportunities that impact the objectives of the role. 8) Performing other related duties as required to support the overall mission of UNHCR.

Required Qualifications:
Candidates must possess a strong technical background in facilitating socio-economic inclusion, particularly through access to decent work, social insurance, and active labor market policies. Experience in business development, financial services, and vocational education is essential. The ideal candidate should also have excellent partnership-building skills and experience in liaising with various stakeholders, including government entities, UN agencies, and private sector organizations. Knowledge of the latest developments in the livelihoods sector and familiarity with the UN's Sustainable Development Goals (SDGs) and the Global Compact on Refugees is desirable. Strong analytical skills and the ability to use data for advocacy and program development are also important.

Educational Background:
The position requires a minimum of an undergraduate degree in fields such as Business Management, Socio-Economic Development, Economics, International Economics, Rural Development, or Financial Management. Candidates with a graduate or doctorate degree may be considered with no prior experience. Relevant certifications in these fields may also be beneficial.

Experience:
Candidates should have at least one year of relevant experience for the P1/NOA level, or no experience if they hold a graduate degree. Experience in facilitating the economic inclusion of vulnerable groups and working with various stakeholders in livelihood programming is essential. Familiarity with financial inclusion, employment, and local economic development is also important. Desirable experience includes knowledge of UN processes related to the SDGs and the Global Compact on Refugees.

Languages:
For National Professional jobs, candidates must have knowledge of English and the UN working language of the duty station, which is Armenian in this case. Proficiency in both languages is required, with an expected overall ability of at least B2 level. Knowledge of additional languages may be considered an asset.
