Job Overview:
The Recruitment & Contract Management Supervisor will report directly to the HR Coordinator and will be responsible for overseeing both national and international recruitment processes. This includes managing expatriate administrative follow-up across the mission, ensuring compliance with local labor laws and SI procedures, and managing visa, residency, and work permit processes with the support of the HR/Liaison Officer. The role also involves coordinating staff movements and ensuring that all recruitment activities align with the organization's mission and objectives. The position is crucial for maintaining the operational efficiency of SI in Syria, particularly as the organization adapts to the evolving humanitarian landscape in the region.

Duties and Responsibilities:
The primary duties of the Recruitment & Contract Management Supervisor include leading and coordinating the end-to-end recruitment process for both national and international positions. This involves developing, updating, and monitoring recruitment plans in collaboration with the HR Coordinator and field teams. The supervisor will ensure equity, gender balance, and diversity in recruitment practices by implementing inclusive sourcing and unbiased screening processes. Responsibilities also include conducting recruitment kick-off meetings with hiring managers, providing technical support to field HR focal points, maintaining recruitment tracking matrices, and managing interview scheduling and documentation. Additionally, the supervisor will coordinate expatriate administrative follow-up, including accommodation and transportation logistics, onboarding processes, and maintaining expatriate databases. The role requires liaising with external partners and legal advisors to ensure compliance with national policies affecting expatriate presence.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources, Business Administration, Law, or a related field, with HR certification considered an asset. A minimum of three years of experience in HR, specifically in recruitment and contract management, is required, with at least two years in a supervisory role. Experience in the INGO or humanitarian sector is strongly preferred, along with knowledge of Syrian labor law and expatriate procedures. Strong organizational, communication, and liaison skills are essential, as well as proficiency in MS Office applications.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in Human Resources, Business Administration, Law, or a related field. An HR certification is considered a valuable asset that can enhance a candidate's profile. The educational qualifications should provide a solid foundation in HR principles and practices, particularly in the context of international humanitarian operations.

Experience:
The position requires a minimum of three years of relevant experience in human resources, with a specific focus on recruitment and contract management. Candidates should have at least two years of experience in a supervisory capacity, demonstrating the ability to lead and manage HR functions effectively. Experience within the INGO or humanitarian sector is strongly preferred, as it provides valuable insights into the unique challenges and requirements of working in such environments.

Languages:
Fluency in both Arabic and English is mandatory for this position. Candidates must demonstrate strong communication skills in both languages to effectively manage recruitment processes and liaise with various stakeholders. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The position is offered on a short-term contract basis, with a duration of six months and the possibility of extension. The role is based in Damascus, Syria, and is classified as a full-time position. The selected candidate will receive a monthly salary of 1,230 USD, along with a comprehensive benefits package.
