Job Overview:
The Cluster Lead will play a crucial role within the Project Management Unit (NPMU), focusing on the implementation of a project aimed at enhancing tuberculosis (TB) case-finding and treatment in India. This position involves leading key activities at the State and District government levels to achieve project goals, which include stakeholder management, regulatory compliance, needs assessment, and operationalization of diagnostic devices. The Cluster Lead will be responsible for coordinating with various stakeholders, including health authorities and vendors, to ensure the successful deployment of ultraportable chest X-ray machines equipped with Computer-Aided Detection (CAD) software. The role requires a highly motivated individual with strong project management skills, technical expertise, and the ability to work independently while maintaining a commitment to excellence.

Duties and Responsibilities:
  • Stakeholder Engagement and Coordination: Serve as the primary contact for all stakeholders, including State, District, and Sub-district health authorities, vendors, and regulatory agencies. Build and maintain strong relationships to ensure alignment on project goals.
  • Procurement and Regulatory Compliance: Facilitate the procurement process for ultraportable X-ray devices, coordinating with vendors and government agencies for timely delivery. Support State governments in obtaining necessary regulatory approvals and ensure compliance with quality assurance requirements.
  • Needs Assessment and Operational Planning: Assist State governments in conducting needs assessments to determine optimal allocation of X-ray devices and develop State-specific operational plans for effective deployment.
  • Capacity Building and Technical Assistance: Provide technical assistance on Active Case Finding (ACF) guidelines and operational protocols, and build capacity within State health systems for device usage and maintenance.
  • Project Management and Reporting: Monitor project milestones, ensuring timely completion of activities, and prepare regular progress reports for stakeholders.
  • Operationalization of Devices: Lead efforts to integrate X-ray devices into health systems, ensuring they are operational for TB screening and diagnosis. Troubleshoot challenges post-installation.
  • Other Responsibilities: Undertake additional tasks as required to support project implementation.

Required Qualifications:
Graduate or Post Graduate degree in Bio-medical Engineering, Healthcare Management, Business Administration, Public Health, or a related field. A minimum of 8 years of professional experience, with at least 5 years in managing projects and engagements with governments or government agencies. Proven track record in driving large-scale procurement processes for governments at the national or State level. Demonstrated experience in engaging with diverse stakeholders and building strong relationships to achieve project goals. Familiarity with healthcare systems, medical device procurement, and regulatory compliance is essential. Experience in operationalizing healthcare technologies within public health systems is highly desirable. Preferred skills include exceptional communication abilities, strong analytical skills, project and people management capabilities, strategic thinking, and a willingness to travel extensively.

Educational Background:
A Graduate or Post Graduate degree in Bio-medical Engineering, Healthcare Management, Business Administration, Public Health, or a related field is required for this position. Experience:
