Job Overview: The Associate Field Recruitment Officer position is situated within the Field Personnel Section (FPS) of the Capacity Development and Implementation Bureau (CDI) at ICAO. The FPS is responsible for managing the recruitment and administration of employment contracts for both international and national experts involved in ICAO's Capacity Development and Implementation Programs. The incumbent will play a crucial role in maintaining and updating the CDI recruitment roster, developing job descriptions, shortlisting candidates, and overseeing the recruitment workflow in the e-recruiter system. This position requires a proactive approach to ensure that recruitment processes align with ICAO's objectives and standards, contributing to the overall effectiveness of the organization in fulfilling its mission.
Duties and Responsibilities: The Associate Field Recruitment Officer will be responsible for a variety of functions, including:
Preparing job descriptions and skill codes for technical positions, ensuring alignment with market demands and ICAO standards.
Updating and maintaining a functional roster of CDI experts, reviewing applications, and ensuring the adequacy of candidates' profiles.
Supporting the selection process for candidates matching the requirements of Technical Cooperation (TC) projects, including monitoring recruitment requests and facilitating interviews.
Developing systems and processes for recruitment, reviewing existing procedures, and ensuring compliance with ISO implementation timelines.
Assisting the Field Recruitment Officer with supervisory duties, preparing statistical reports, and managing recruitment-related documentation.
Performing other related duties as assigned, contributing to the overall efficiency of the Field Recruitment Unit.
Required Qualifications: Candidates must possess a first-level university degree in human resources management, public or business administration, or a related field. Essential qualifications include a minimum of three years of experience in a technical environment supporting the recruitment of technical professional personnel, experience in contract management, and familiarity with automated e-recruitment systems. Desirable qualifications include experience in the aviation industry and at least two years of working experience within the United Nations Common System or similar international organizations.
Educational Background: The educational requirement for this position is a first-level university degree in human resources management, public or business administration, or a related field. This educational background is essential for understanding the complexities of recruitment processes and human resources management in an international context.
Experience: The position requires a minimum of three years of professional experience in a technical environment, specifically in supporting the recruitment of technical personnel. Candidates should have experience in contract management, policy interpretation, and the administration of salaries and entitlements. Familiarity with automated e-recruitment systems and integrated human resources information management systems is also essential. Experience in the aviation industry and within the United Nations system is considered an asset.
Languages: Fluency in English, including reading, writing, and speaking, is mandatory for this position. Additionally, a working knowledge of any other official language of the Organization, such as Arabic, Chinese, French, Russian, or Spanish, is desirable and would enhance the candidate's profile.
Additional Notes: This position is initially for a period of one year, with the first year serving as a probationary period for external candidates. ICAO staff members are considered international civil servants and may be assigned to various activities or offices within the organization. The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering service after January 1, 2014, is 65 years. The remuneration for this position is set at a net base salary of USD $55,163 per annum, plus a post adjustment of USD $20,796 per annum, which is subject to change.
