Job Overview:
The Finance Associate position at UN Women is a critical role that involves executing a wide range of financial services and administrative processes within the Country Office in Uzbekistan. The incumbent will work under the guidance of the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Financial Management at Headquarters and will be supervised daily by the Regional Operations Manager and Country Programme Manager. The primary expectation from this role is to ensure the timely, efficient, and transparent use of financial resources while adhering to UN Women’s financial rules, regulations, policies, and procedures. The Finance Associate will promote a client-oriented approach and will collaborate closely with both the Programme and Operations Teams, as well as with teams at UN Women Headquarters to address complex finance-related issues and ensure effective information delivery. This position requires a proactive approach to financial management, including the implementation of financial strategies, budget preparation, and monitoring of expenditures, as well as providing support for resource mobilization efforts.

Duties and Responsibilities:
The Finance Associate will be responsible for a comprehensive set of duties including: implementing financial strategies in compliance with UN Women’s regulations; reviewing and verifying financial transactions; monitoring financial exceptions and reporting anomalies; drafting financial status reports; assisting in the planning of financial resources; preparing and administering Country Office budgets; tracking expenditures; managing petty cash; providing finance support to the Programme and Operations teams; compiling information for resource mobilization; facilitating knowledge sharing and capacity building; and performing other duties as necessary for the efficient functioning of the office. The role also involves ensuring compliance with audit recommendations, maintaining internal expenditure control systems, and supporting financial donor reporting.

Required Qualifications:
Candidates must possess a strong knowledge of financial rules and regulations, accounting principles, and IT tools. They should have the ability to administer and execute financial processes and transactions effectively. The role requires a client-oriented approach and the ability to provide solutions to a wide range of financial issues. Strong analytical skills and attention to detail are essential, along with the ability to work collaboratively in a team environment. The Finance Associate should also demonstrate integrity, professionalism, and respect for diversity in all interactions.

Educational Background:
A minimum of secondary education is required for this position. Specialized national or international certification in accounting and finance is considered an asset. A Bachelor's degree in Finance or Accounting is also advantageous. Additionally, successful completion of the UN Women Accounting and Finance Test is required as part of the selection process.

Experience:
Candidates should have at least 7 years of progressively responsible experience in finance if they hold a secondary education diploma, or 4 years of experience if they possess a Bachelor's degree. Experience in using computers and office software packages, as well as web-based management systems, is required. Familiarity with modern web-based ERP systems, particularly Oracle Cloud, is desirable.

Languages:
Fluency in English and Uzbek is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's application.
