Job Overview:
The Monitoring, Evaluation and Reporting Officer will play a crucial role in supporting the Women, Peace and Security (WPS) Team and the Women Peace and Humanitarian Fund (WPHF) project. This position involves incorporating monitoring, evaluation, and reporting into WPS project formulation, ensuring that project plans are tracked against targets and results are reported to both internal and external audiences. The officer will work closely with the WPS Programme Specialist and the Programme Coordinator of the WPHF, as well as the Monitoring and Reporting Analyst of UN Women Philippines. The role requires a strong focus on developing monitoring indicators, facilitating data collection and analysis, and drafting reports that highlight the successes and challenges of the WPS and WPHF projects. The officer will also contribute to the localization of the Women, Peace and Security agenda in conflict-affected areas, emphasizing the critical role of women in peacebuilding and conflict transformation.

Duties and Responsibilities:
  • Facilitate and substantively contribute to the incorporation of monitoring, evaluation, and reporting into WPS project formulation, including the development of monitoring indicators and quality assurance processes.
  • Contribute to the WPHF monitoring and tracking of results against WPS-HA targets and UN Women Strategic Plan, ensuring standardized data collection and analysis.
  • Write WPS and WPHF reports for internal and external audiences, including donor reports and success stories.
  • Provide technical support to the WPHF project team in implementing the UN Women Evaluation Policy, coordinating evaluation plans and ensuring effective communication.
  • Support communications and visibility efforts through knowledge sharing and capacity-building initiatives among WPHF partners.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master's degree (or equivalent) in Political or Social Science, Economics, Public Policy, Development Studies, Gender/Women's Studies, or a closely related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is advantageous, as is familiarity with GIS.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as Political or Social Science, Economics, Public Policy, Development Studies, or Gender/Women's Studies. Alternatively, a first-level university degree with additional qualifying experience may be considered. Certifications in project management are a plus.

Experience:
At least 1 year of relevant experience at the national or international level in monitoring and reporting of projects/programmes related to gender and/or peace and development is required. Experience in applying results-based management principles in monitoring and reporting is essential. Familiarity with the United Nations systems and experience in gender-responsive monitoring and evaluation are desirable, along with experience in writing for diverse audiences.

Languages:
Fluency in English and Filipino is mandatory. Knowledge of a BARMM language or dialect is considered an asset, enhancing communication and engagement with local communities.

Additional Notes:
The position is expected to run from September 01, 2025, to July 30, 2026, with regular coordination meetings and reporting requirements every 30th of the month.
