Job Overview:
The Project Associate position is integral to the successful implementation of the EU Philippines Green Economy Programme, which aims to support the Philippines' transition to a green and circular economy. This role involves providing effective finance and administrative support to the project, ensuring compliance with UNDP's financial rules and regulations. The Project Associate will work closely with the Project Manager and Project Finance Analyst to analyze financial data, manage project resources, and facilitate communication among various stakeholders. The position requires a proactive approach to problem-solving and a commitment to delivering high-quality results in a collaborative environment. The Project Associate will also play a key role in monitoring project progress, preparing reports, and supporting the overall management of project activities.

Duties and Responsibilities:
The Project Associate will be responsible for a wide range of duties, including but not limited to:
  • Supporting the development and updating of project work plans, procurement plans, and financial reports.
  • Maintaining the internal expenditures control system, ensuring timely corrective actions on unposted vouchers and budget check errors.
  • Tracking project delivery and reporting to the Project Manager on the status of contracted parties.
  • Collaborating with the Programme Team and Finance staff to ensure efficient use of project resources.
  • Assisting in the conduct of project reviews, audits, and evaluations.
  • Managing contracts and ensuring timely delivery of project outputs.
  • Coordinating administrative and logistical support for project events and activities.
  • Ensuring compliance with UNDP rules and regulations in all operational activities.
  • Supporting knowledge sharing and capacity building within the organization.

Required Qualifications:
Candidates must possess a minimum of a secondary education, with a university degree in Business, Public Administration, Accounting, Economics, Social Sciences, or related fields being preferred. A specialization in finance, resource management, or project management will be considered an advantage. Additionally, candidates with CIPS level 3 certification will have a distinct advantage, and those without it are expected to obtain it within one year of recruitment. Relevant certifications in finance, accounting, and procurement are also advantageous.

Educational Background:
The educational background required for this position includes completion of secondary education as a minimum requirement. A Bachelor's degree in relevant fields such as Business, Public Administration, Accounting, Economics, or Social Sciences is preferred. Specialization in finance or project management is highly regarded. Candidates with CIPS certification at any level will have an advantage, particularly those holding level 3 certification at the time of application.

Experience:
The position requires a minimum of seven years of relevant experience with a high school diploma or four years with a Bachelor's degree in finance and administration, preferably in a project management or operations setting involving a multi-lateral or international funding agency. Candidates should have demonstrated experience in project financial management, including budget preparation and financial reporting, as well as experience in handling web-based management systems and ERP financials, preferably Oracle (Quantum).

Languages:
Fluency in English and Filipino is mandatory for this position. Proficiency in additional languages may be considered an advantage, particularly in the context of working with diverse stakeholders in the Philippines.
